Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
The United Nations Development Programme (UNDP) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. UNDP Cambodia Country Office (CO) works in partnership with the Royal Government of Cambodia (RGC), non-government organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, and the private sector to accelerate the achievement of Cambodia Sustainable Development Goals (CSDGs) and other national development priorities as set out in the Pentagonal Strategy for realizing the national vision 2050.
In Cambodia, the UNDP Country Programme Document 2024-2028 (CPD) identified three transformational shifts as priorities for support during the next 5 years. The first shift is toward an economic growth model that accelerates inclusive growth, economic diversification, and human development. The second shift involves championing just energy transition, climate action, and nature-based solutions as the foundation for national wealth, well-being, and resilience to shocks. The third shift is towards strengthening institutions, civic space, and participation as enablers for inclusive growth, access to rights, and equal opportunities for all, whilst ensuring that society at large is using the full potential of digital transformation. The CPD is aligned to national priorities and policies, particularly Cambodia’s Vision 2050 and the Pentagonal Strategy-Phase 1 2024-2028.
UNDP Cambodia’s Nature, Climate and Energy (NCE) Portfolio supports national priorities on biodiversity conservation, climate change mitigation and adaptation, sustainable energy, and environmental governance. The portfolio includes projects funded by Global Environment Facilities (GEF), Green Climate Fund (GCF), bilateral donors, and vertical funds, and works closely with government counterparts, development partners, and communities.
The Project Management Analyst will provide technical, coordination, and operational support to ensure effective development, implementation, and delivery of projects within the NCE portfolio.
The Project Management Analyst will support project development, implementation, technical advisory, monitoring, and stakeholder coordination across projects of the NCE portfolio.
The incumbent will perform the following key functions.
Duties and Responsibilities
Under the direct supervision of the Assistant Resident Representative of Nature, Climate and Energy (ARR-NCE), the Project Management Analyst will work in close collaboration with the Programme Analyst to support the development and implementation of projects, policies and programmes of the Nature Climate and Energy Portfolio. The incumbent is responsible for the direct supervision and performance of the designated project personnel as assigned.
The incumbent may also be required to take on other programmes/projects/initiatives within the scope of the TOR, depending on the workload at the time.
Substantively contribute to the formulation and implementation of UNDP programme strategies and policies:
- Contribute to analysis of the political, social, and economic situation in the country;
- Contribute collaborative inputs to the United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP), and other strategic documents;
- Contribute to operationalizing UNSDCF/CPD in collaboration with the main partners;
- Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness of CO business processes;
- Develop project proposals and programming in assigned programme areas.
Effectively manage assigned projects under the NCE Portfolio, focusing on the full cycle of programming from formulation to implementation:
- Design and formulate CO Projects to match funding opportunities and translate UNDP priorities into local interventions;
- Oversee project implementation with the implementing partners;
- Lead, organize, and coordinate the implementation assigned activities in close collaboration with other units within UNDP;
- Provide support in strategically utilizing portfolio management tools and practices to keep resources aligned to actual and evolving priorities rather than rigid, preset planning targets;
- Manage planning, budgeting, implementing, and monitoring of assigned projects, tracking use of financial resources in accordance with UNDP rules and regulations;
- Manage team members as assigned and relationships with donors, government and counterparts;
- Coordinate the daily activities of UNDP projects in close coordination with national and international stakeholders;
- Liaise with Government counterparts, funding and development partners, and other partners for the smooth implementation of activities;
- Prepare/produce a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, communication/visibility material, presentations, policy proposals and documents, and regular and ad hoc reports;
- Conduct timely projects, budget and grant reviews, revisions and monitoring, and complete related reporting obligations, in accordance with UNDP policies, UN rules and regulations, as well as applicable donors’ requirements;
- Undertake other tasks as required for the smooth implementation of the NCE projects.
Establish and maintain strategic CO partnerships and support resource mobilization efforts to achieve programme outcomes:
- Implement CO partnerships and resource mobilization strategies for the NCE Portfolio;
- Develop partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector, civil society, think tanks, community-based organizations, indigenous and tribal community organizations in assigned project areas;
- Support strategic programmatic areas of cooperation, including joint programming, in line with agreed global, regional, and national priorities;
- Support analysis and research information on donors, prepare substantive briefs on possible areas of cooperation, and ensure due cost recovery;
- Support the development pipeline and portfolio components that include identifying donors and funding opportunities, designing Programme/Project documents, concept notes, proposals, and cross-sectoral coordination to bring resources for priority projects.
Ensure provision of top-quality advisory services and facilitation of knowledge building and management:
- Support to identify policy-driven issues; and identify and synthesize best practices and lessons learned directly linked to programme country policy goals;
- Support to establish/strengthen national and international advocacy networks. Implement relevant, high-impact advocacy with key partners;
- Provide substantive support in the development of policies and institutions to address country problems and needs in collaboration with the government and other strategic partners;
- Provide input so that policy advisory contributes to inclusive societal digital transformation and takes digital technology risks and opportunities or futures signals into account;
- Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms;
- Promote peer learning within the team and between colleagues and adapt to new thinking and approaches.

Required Skills and Experience
Education:
- An advanced university degree (master’s degree or equivalent) in Science, Natural Resource Management, Biodiversity Conservation, Environmental Science, Sustainable Development or other related Development Studies is required; or
- A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of professional experience in climate change, environment, project management, or related field.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), web-based management systems, and advanced knowledge of spreadsheet and database packages.
Desired skills:
- At least 2 years of experience in providing implementation support to development projects in the areas of nature, climate change, energy, development/climate financing or disaster risk reduction;
- Experience in delivering and managing environment/climate funding including vertical funds projects, such as those supported by the GEF, GCF, along with proven experience of engaging with those institutions;
- Experience in partnership and networking establishments with multi-stakeholders, including government people, youth, NGOs, and CSOs and experience working, negotiating, and coordinating with high-ranking and senior officials;
- Demonstrated experience providing technical support to project implementation in a developing country is essential. Work experience in Cambodia;
- Prior experience in a UN Agency and/or international organizations.
Required Languages:
- Fluency in English is required.
- Knowledge of the Khmer language is an advantage.
Travel:

The Project Management Analyst will be based in Phnom Penh, Cambodia. Provincial and international travel may be required from time to time. UNDP policies, rules, and regulations concerning duty travel will be observed and adhered to.
