Project Lead – HSE & Quality
Accountable for ensuring the Company is fully compliant with all health, safety and environmental requirements from Day 1, operating to the same standards as the outgoing operator from the moment operatorship transfers. Establishes the quality assurance and compliance framework underpinning credible, auditable operations on the asset.
WORKSTREAMS
• HSE: Preparing the HSE bridging document (outgoing operator standards to Company standards), the personnel induction and training plan, and incident response protocols and emergency preparedness for Day 1.
• QA/QC & Compliance: Establishing the QA/QC baseline, critical control points, compliance register, document control set-up and audit-readiness framework.
• Medical/Emergency Response: Ensuring medical and emergency response capability is fully operational from Day 1 across offshore facilities and supporting onshore interfaces.
KEY RESPONSIBILITIES
• HSE standards: Sustaining safety performance through the point of handover.
• Operations Management System: Ensuring the Company has an OMS in place at the time of handover.
• Personnel readiness: Ensuring every person on the asset is inducted, trained and operationally ready on Day 1.
• Emergency response: Owning the Company’s ability to respond to an incident from the first day of operatorship.
• Compliance register: Ensuring all regulatory and contractual HSE obligations are mapped, owned and tracked.
• Audit readiness: Ensuring the organisation can withstand regulatory and partner scrutiny from Day 1.
KEY COMPETENCIES
• Safety leadership: Sets the tone on safety through personal behaviour and the standards held of others.
• Regulatory relationship: Knows how to work with ANPG.
• Systems thinking: Able to build a compliance framework that is robust without being bureaucratic.
• Credibility under scrutiny: Has operated where HSE performance is visible and consequential, and where regulators or partners ask hard questions.
• Project management: Able to run a multi-track HSE and compliance programme to a fixed Day 1 deadline.
EXPERIENCE & REQUIREMENTS
• Experience: Minimum 10 years in HSE management and quality assurance within Oil & Gas, ideally offshore.
• PMI track record: Experience in asset transfers, operator changes or HSE integration is valued. Candidates who have built or overhauled an HSE management system for a new operator from scratch, in any upstream offshore context, are equally competitive.
• Alternative benchmark: Where PMI integration experience is absent, candidates should demonstrate seniority as an HSE Manager or Head of QHSE who has built or overhauled an HSE management system offshore, with senior-level regulatory engagement.
• Regulatory: Familiarity with ANPG compliance requirements and Angolan offshore regulation is an advantage.
• Standards: Strong command of applicable frameworks (IOGP, ISO 14001, ISO 45001) in deepwater or FPSO settings.
• Language: Fluency in English and Portuguese is mandatory.
• Working style: Able to work autonomously and full-time, with regular offshore and in-country presence.
