Job Description

The Project Inspector – Road Works Engineer is responsible for on-site inspection, supervision, and coordination of road works associated with dam and hydropower projects. This includes access roads, haul roads, permanent project roads, drainage, slope protection, and pavement works. The role ensures that road construction activities are carried out safely, in compliance with approved designs, specifications, contractual requirements, and applicable standards, while supporting effective HSE implementation, quality control, and timely project delivery.

Responsibilities:

  • Implement project-specific HSE plans for road and access works
  • Identify hazards related to earthworks, traffic management, slopes, heavy equipment, and blasting
  • Review and ensure implementation of risk assessments and method statements (RAMS)
  • Coordinate with HSE officers and contractors on site-specific safety and traffic controls
  • Enforce permit-to-work systems and environmental protection measures
  • Inspect road works including earthworks, subgrade, pavement layers, drainage, and slope protection
  • Verify compliance with approved drawings, technical specifications, and standards
  • Monitor contractor workmanship, materials, and construction methods
  • Identify non-conformances and recommend corrective actions
  • Witness material testing, compaction tests, and field inspections
  • Participate in site safety inductions and toolbox meetings
  • Provide technical safety input related to road construction and traffic risks
  • Support contractors in improving safe work practices
  • Promote awareness of traffic management, slope safety, and heavy equipment operations
  • Reinforce emergency response and incident management procedures
  • Coordinate daily with resident engineers, HSE staff, contractors, and client representatives
  • Communicate inspection findings, safety concerns, and technical issues clearly
  • Support resolution of construction, quality, and safety-related issues
  • Participate in coordination and progress meetings
  • Act as the Engineer’s on-site representative for road works
  • Prepare daily, weekly, and monthly inspection and site reports
  • Record safety observations, NCRs, and corrective actions
  • Maintain inspection checklists, test results, and photographic records
  • Support preparation of completion, as-built, and handover documentation
  • Ensure proper filing, traceability, and control of inspection records

Qualifications:

  • Bachelor’s degree in Civil Engineering, Highway Engineering, or a related discipline
  • 7–10 years of relevant experience in road, highway, or infrastructure projects
  • At least 3–5 years of experience in the construction phase, with responsibility for inspection of access roads, haul roads, and permanent roads for hydropower projects
  • Proven experience inspecting earthworks, embankments, and cut slopes, and pavement works (subgrade, sub-base, base course, asphalt or concrete pavement)
  • Drainage structures, culverts, and retaining structures
  • Experience working with contractors, supervision consultants, and site engineers
  • Experience under EPC, Design–Build, or FIDIC-based contracts is an advantage
  • Strong ability to inspect and monitor road construction works in accordance with approved drawings, specifications, and method statements, and verify material quality, workmanship, and compliance with testing requirements
  • Skilled in checking alignment, levels, cross-sections, and pavement thicknesses and compaction results and field density tests
  • Ability to construction defects, safety hazards, and non-compliance issues
  • Competent in maintaining site inspection records, daily logs, and photo documentation and assisting in preparation of inspection reports and Non-Conformance Reports (NCRs)
  • Good coordination and communication skills with site personnel
