Job Purpose
The Project HSE Manager is responsible for developing, implementing, and monitoring Health, Safety, and Environmental (HSE) policies and procedures to ensure a safe and compliant work environment across all NexGen project activities. The role ensures compliance with Singapore regulatory requirements, aviation safety expectations, and industry best practices, while fostering a proactive safety culture across all stakeholders.
Key Responsibilities
The Project HSE Manager reports to the Country HSE Manager or Project Director. Specific responsibilities include:
• Providing specialist HSE advice to the executive management on legal requirements and strategies for managing HSE risk.
• Reviewing, auditing and monitoring the implementation of HSEMP and Thales HSEMS.
• Providing the system safety team with Work Health Safety advice during the system design process.
• Participating in the system design review process.
• Approving health and safety documentation for Program related tasks.
• Visiting project sites on a regular basis to inspect, provide direction and advice, ensure system implementation and legal compliance.
• Developing and implementing new policies, frameworks, procedures and standards.
• Providing HSE performance reports, including HSE statistics and trends for management.
• Assisting all people on deployment with the development, delivery and implementation of HSE training for continuous improvement.
• Advising management on Health Safety and Environment training needs.
• Analyzing HSE data to identify trends and improvement opportunities.
• Assisting in major incident/incident investigations when required; and
• Ensuring a consultative approach to managing HSE is created and maintained.
• Reviewing HSE works documentation submitted by Thales staff and contractors, for example, risk assessments, safe work method statements and worker qualifications.
• Maintaining data to monitor HSE performance for the Project Program.
• Compiling reports for management to assess HSE performance.
• Delivering HSE training to workers and Thales staff.
• Assisting in the completion of HSE audits, site inspections and the monitoring of the implementation of Program HSE Plans and the Thales HSEMS.
• Liaising with the Customer and industry safety specialists.
• Supporting the implementation of the relevant Program, department and business HSE processes and procedures.
• Contributing towards a cooperative and productive working relationship within the specific Program teams and with others.
• Supporting a consultative approach to HSE including key stakeholders.
Qualifications & Experience
Bachelor’s degree in occupational health & safety, Engineering, Environmental Science, or related discipline.
Professional certifications (e.g., NEBOSH Diploma, ISO 45001 Lead Auditor) preferred.
Minimum 10+ years of HSE experience, with at least 5 years in major infrastructure or aviation-related projects.
Experience in complex system integration projects (e.g., ICT infrastructure, mission-critical systems) is highly desirable.
A registered WSH officer (Mandatory) with MOM and familiarity with aviation safety frameworks preferred.
Skills & Competencies
Strong knowledge of HSE regulations, ISO standards, and risk management methodologies.
Understanding of system lifecycle safety (design → installation → commissioning → operations).
Excellent stakeholder management and communication skills.
Ability to work within highly regulated, safety-critical environments such as aviation.
Strong analytical, problem-solving, and leadership capabilities.

Health and Safety Performance Indicators and Reporting.
Zero fatalities and minimization of Lost Time Injury Frequency Rate (LTIFR).
Compliance with CAAS and regulatory HSE requirements.
Timely closure of audit findings and corrective actions.
HSE performance of contractors and subcontractors.
Successful integration of HSE into all project lifecycle phases.
Working Conditions
Hybrid role involving office-based design reviews and on-site project supervision.
Frequent site visits to installation and operational locations (e.g., control centers, technical facilities).
Engagement in high-security, safety-critical aviation environments.
