Job Description

In this role, you will head up and oversee all engineering activities within the project, ensuring sound adherence to Quality, Cost, and Time (QCT) delivery criteria. We are looking for a professional to manage design activities, the project engineering budget, and the design change process. You will coordinate all technical tasks—whether executed by our internal teams or by partners and subcontractors—to ensure seamless technical integration for our Grid Solutions projects.

You will ensure that optimized, cost-effective, and operationally efficient technical solutions are implemented in alignment with customer expectations and the project schedule. You will be accountable for design performance, deadlines, and quality, working within the strategic framework developed alongside our Project Managers.

Key Responsibilities

Engineering Management & Project Integration

  • Accountability for the end-to-end engineering lifecycle, ensuring all technical deliverables meet project Quality, Cost, and Time (QCT) targets.
  • Integrating engineering activities with Procurement, Construction, and Commissioning to ensure a seamless project flow and prevent functional silos.
  • Heading up multidisciplinary design teams (internal and external) to drive technical excellence and operational efficiency throughout the project.

Technical Governance & Interface Management

  • Managing the Design Freeze process and technical scope boundaries (Division of Responsibility) among all project partners.
  • Overseeing the resolution of complex technical interfaces between the customer, partners, and third-party contractors to ensure system compatibility.
  • Maintaining sound control over the engineering budget and workload, identifying and mitigating technical risks before they impact project financials.

Client Management & Technical Compliance

  • Technical Compliance & Integrity: Ensuring all engineering deliverables and the final solution strictly adhere to contractual obligations, client technical specifications, and all mandatory national (e.g., SEC, Saudi Grid Codes) and international (e.g., IEC, IEEE) regulatory standards.
  • Technical Authority: Acting as the primary technical contact for the Customer and local utility providers, heading up technical negotiations and presentations.
  • Approval Management: Securing timely design approvals through systematic management of technical queries and customer comment cycles.

Quality, Safety & Performance Excellence

  • Ensuring Safety by Design principles and EHS requirements are embedded in every stage of the engineering process.
  • Monitoring engineering performance through key metrics (KPIs) and driving continuous improvement in design efficiency and quality.
  • Steering the final documentation process (As-Builts, O&M Manuals) and contributing to project Lessons Learned (Return of Experience - REX).

Required Qualifications

  • Bachelor’s degree in Electrical Engineering or related field.
  • Minimum 7 years of established experience heading up primary design activities within EPC environments, specifically in Transmission and Distribution, Power Generation, or the Energy sector.
  • Systematic understanding of international standards (IEC, IEEE, ANSI, NEMA, CIGRE) and regional regulations, including Saudi Electricity Company (SEC) standards and technical specifications (TMSS, TESP, TCP).
  • Experience engaging with Saudi utility providers and clients to align project deliverables with national grid requirements.
  • Practical experience with High Voltage (HV) GIS/AIS substations ranging from 132kV up to 400kV and above.
  • Successful track record in technical project management within multidisciplinary and international team environments.
  • Willingness to travel globally and work in various locations as required by project needs.
  • Sound communication and negotiation skills.
  • Professional fluency in English and Arabic for effective communication with international stakeholders and local clients.

Eligibility Requirement

  • Applicants must have the legal right to work in KSA without company sponsorship or time restrictions.

Desired Characteristics

  • Extensive experience in High Voltage Substation Primary Design, covering general layouts, civil guide design, earthing and lightning protection systems, and GIS/MV/Control building arrangements.
  • Understanding of project execution risks and financial processes.
  • Demonstrated ability to foster collaboration and build effective teams.
  • Conducting detailed design reviews for substation steel structures, electrical safety clearances, and cable routing.
  • Demonstrated understanding of High Voltage and Medium Voltage equipment design review, ideally supplemented by insights from Factory Acceptance Tests (FATs) and site visits.
  • Communicating effectively across multidisciplinary departments and functions to achieve shared project goals.
  • Systematic approach to identifying and resolving complex technical challenges.
  • Experience in fostering a collaborative team environment and building professional relationships with diverse stakeholders.
  • Systematic communication of technical data through effective presentation skills to various audiences.
  • Project management competencies applied throughout the engineering lifecycle.
  • Demonstrating commitment, sound judgment, and a purposeful approach to technical strategy while inspiring team members.
  • Professional fluency in Arabic
  • Ability to live and work in Riyadh.
