Job Description

Reporting to the Engineering Project Manager, the Project Engineer supports the delivery of the responsibilities by managing the assigned projects & tasks and assisting the Engineering Project Manager in delivering all departmental activities. The purpose of this position is to support the effective planning, management, and delivery of projects assigned by the Engineering Project Manager, ensuring full compliance with Keolis‑MHI processes and procedures throughout all project phases.

KEY RESPONSIBILITIES

Strategic

• Align all assigned projects with organisational strategy and operational objectives, ensuring delivery fully complies with the PMO’s established Project Management Framework.
• Establish and maintain robust project governance and controls to drive consistent, effective, and compliant project execution across all phases.
• Monitor, evaluate, and report progress against planned project outcomes and intended benefits, ensuring transparency and data‑driven decision‑making.
• Identify, document, and manage all changes related to project scope, risks, and requirements, ensuring clear communication and controlled implementation.
• Enable strong cross‑functional collaboration by coordinating effectively with internal departments, external partners, and key stakeholders to ensure alignment and efficient delivery.
• Promote a culture of innovation and continuous improvement, refining PMO processes to enhance project efficiency, quality, and organisational value creation.

Financial

• Ensure all projects are accurately scoped, with associated costs developed using past experience, benchmark data, or market research, and that contractor proposals are based on a well‑defined Bill of Quantities (BOQ) with clear, logical breakdowns of activities.
• Monitor and track RTA project budgets to ensure expenditures remain within approved limits and align with contractual and operational expectations.
• Ensure timely invoicing and payment collection for all RTA projects, supporting strong cash‑flow management and financial compliance.
• Track and manage the full RTA billing cycle, including milestone-based payments, Keolis‑MHI profit margins, and the preparation and submission of staff participation invoices.
• Support monthly financial reporting, including invoicing updates, payment status, financial variances, and forecasting.
• Maintain accurate, transparent financial documentation and ensure readiness for RTA project financial audits.

Stakeholder / Customer

• Develop and maintain stakeholder maps and RACI matrices for all assigned projects to ensure clear roles, responsibilities, and communication plan.
• Identify, engage, and coordinate with all key stakeholders including internal Keolis‑MHI workstreams, suppliers, subcontractors, and RTA representatives to support smooth project delivery and timely completion.
• Facilitate effective collaboration and information flow between Operations, Engineering & Maintenance, Finance, Legal & Commercial, Procurement, and external contractor teams to ensure alignment on technical, operational, and commercial requirements.
• Manage interfaces with RTA Rail Agency stakeholders, such as Chief Engineers, the Design Authority, and Systems Assurance Advisors, ensuring compliance with regulatory expectations and efficient approval cycles.

Operational

1. Project Management

• Develop comprehensive Project Definition Statements (PDS) that clearly outline project scope, objectives, deliverables, constraints, interfaces, and technical requirements to ensure alignment among all stakeholders for project initiation.
• Prepare detailed and structured Requests for Proposal (RFP) that incorporate technical specifications, scope of work, performance requirements, evaluation criteria, and contractual expectations to enable competitive, compliant, and transparent procurement.
• Develop and maintain MS Project Plans for assigned projects, including schedules, milestones, dependencies, resources, and critical paths to ensure accurate planning, monitoring, and control throughout the project lifecycle.
• Support the drafting of tripartite/bilateral agreement contracts, ensuring that scope, technical requirements, roles, responsibilities, and commercial terms are accurately captured and aligned with organisational, contractual, and regulatory expectations.
• Prepare comprehensive project risk assessments by facilitating structured risk assessment workshops with all relevant stakeholders at key stages of the project life cycle, ensuring risks are identified, analysed, mitigated, and monitored effectively.
• Guide and support consultants, bidders, and contractors in preparing Permit to Enter (PTE) and Permit to Work (PTW) applications in line with Dubai Metro & Tram procedures and ensure timely review and approval.
• Coordinate Asset Configuration Change Application (ACCA) submissions, ensuring all contractor design changes, upgrades, and system modifications are reviewed and approved before installation.
• Expedite stakeholder requests including RFIs, design reviews, NOCs, and technical clarifications to maintain project momentum and compliance.
• Facilitate training and certification of contractor/sub‑contractor personnel as Lineside (LPIC) and Non‑Lineside (NPIC) Persons‑in‑Charge to ensure safe access within the railway environment.
• Support safety and operational risk assessments during concept and detailed design stages to safeguard the operational railway.
• Prepare technical definition statements and specifications to clearly define the scope and requirements of planned works.
• Review, align, and monitor project plans with internal stakeholders and contractors to ensure accurate scheduling, coordination, and deliverability.
• Perform regular site inspections to ensure contractor works do not impact railway operations and take proactive measures to minimise operational risk.
• Coordinate operational protection activities, ensuring all contractor works preserve service readiness and daily operational performance.
• Maintain complete, accurate, and up‑to‑date project documentation, ensuring compliance with Keolis‑MHI governance, processes, and quality standards.
• Support project tracking and reporting, including weekly progress updates, resource utilisation, hours spent, expenditure, and deliverables across Keolis‑MHI workstreams.
• Assist in asset handover/handback activities, ensuring documentation, training, quality verification, and supply of spares are completed as required.
• Carry out additional duties as directed by the Engineering Project Manager and or Projects & Innovation Director.

2. Document Control

• Ensure all project documents including technical submissions, permits, drawings, and correspondence are complete, current, and stored in accordance with Keolis‑MHI document control procedures and project management governance standards.
• Maintain accurate version control and traceability by tracking document revisions, approvals, and distribution to relevant stakeholders.
• Coordinate timely submission, review, and approval of project documentation with contractors, internal departments, and external authorities (e.g., RTA).
• Prepare and submit high‑quality project handover documentation to ensure delivered assets are fully accepted by Engineering and Maintenance teams and ready for safe introduction into service.
• Support project audits and handover activities by ensuring that all required documentation (as-built records, training materials, test reports, O&M manuals) is properly compiled, verified, and archived.

3. Monitor Project Life-cycle

• Support the development and integration of project plans, consolidating detailed schedules into high‑level milestones to provide clear visibility of delivery timelines.
• Assist the Engineering Project Manager and/or Projects & Innovation Director in regularly reviewing project performance across scope, cost, schedule, quality, risks, and benefits to ensure effective control and decision‑making.
• Prepare and maintain daily, weekly, and monthly progress reports, ensuring accurate, timely updates aligned with PMO reporting standards.
• Provide guidance and support to project teams across Keolis‑MHI, promoting quality delivery and adherence to PMO processes throughout the project life‑cycle.
• Ensure all projects define and update key milestones and targets, monitor progress against these commitments, and lead coordination of project closure activities, ensuring smooth transition to operational teams and validation of project benefits.
• Protect the project scope by controlling changes and ensuring any proposed variations are properly reviewed, documented, and approved to prevent scope creep.

4. Quality assurance

• Ensure all project activities, deliverables, and contractor submissions comply with Keolis‑MHI quality standards, regulatory requirements, and approved project specifications.
• Conduct regular quality checks and site inspections to verify workmanship, materials, and installation meet required technical and safety criteria.
• Review and validate project documentation including designs, test reports, method statements, and as‑built records to ensure accuracy, completeness, and alignment with project scope.
• Identify quality gaps and non‑conformances, coordinate corrective actions with contractors and internal teams, and monitor closure to maintain overall project quality and integrity.

5. Training and capacity building

• Provide advice and support to project management practitioners on how to embed best practices of project governance, risk management, and project management
• Support and provide training to the Keolis-MHI project management community
• Develop case study of successful projects / endeavours to keep record of best practices and support the company in future opportunities

6. Special Projects (Third-party Support Projects)

• Support in managing projects / programme outside the usual scope which can vary widely in nature from planning, resource, stakeholder to deliverable management
• Foster a collaborative environment and ensure effective communication among departments
• Identify and engage key stakeholders
• Oversee the execution and provide guidance as necessary
• Identify and mitigate potential risks and issues that could impact the project
• Maintain comprehensive project documentation
• Develop reports and other requirements
• Conduct project reviews and post-project evaluations as necessary during closure.

• Regional / UAE Experience is an advantage
