Golden Pass LNG, a joint venture between ExxonMobil and QatarEnergy, has the vision to become the premier LNG export company in North America. Headquartered in Downtown Houston, the Golden Pass LNG organization expects to double in size over the next several years as we complete the project, commence natural gas trading activities, and ramp up towards full LNG production. Once full operations commence, Golden Pass LNG will become the second largest consumer of natural gas in the US and produce more than 200 cargos of LNG per annum.
/ Purpose
The Project Engineer is responsible for coordinating the design, fabrication and installation of a project while maintaining the highest standards of safety and environmental integrity. Additionally, the Projects engineer will coordinate interfaces between the 3rd party Contractors and Golden Pass Functions (Engineering, Operations, Maintenance, Turnaround Planning Team, Regulatory, etc.). Due to the anticipated variability in Project Spend, the Project Engineer (in coordination with the Projects Supervisor) will need to monitor resource requirements for future activities and ensure the company is taking appropriate steps to staff the Projects Organization with employees, hat contractors, and support EPC organizations accordingly.
Essential Duties / Functions
1. Responsible for executing projects to achieve compliance with applicable laws, regulations and standards
2. Maintains protection of environment and the health and safety of employees, contractors, and the community as highest priority. Actively engaged in SSHE reviews, site observations, permit audits and inspections as required during field execution
3. Implements Project Management Process on all Projects, scaling requirements as appropriate based on scope of each project and as agreed with Project Gatekeeper
4. Works with Project owner and other stakeholders to define Project scope and requirements according to specifications. Leads development of Project deliverables; Project Plans, Basis documents, Cost and Schedule estimates, etc., that support progression through staged gate Project management system
5. Develops gate approval materials; presentations, funding material, etc., to provide project status and support management decisions
6. Communicates directly with materials and service providers to specify, obtain quotes, and follow up on purchases of equipment and services. Coordinate development of cost and schedule estimate for the Project based on vendor information and market conditions
7. Support the work program and budgeting process by providing expenditure profile for ongoing & upcoming projects to develop annual budgets. Support monthly cost reporting with accurate cost performance analysis, including, actuals, accruals, etc
8. Assembles specifications, procedures, scope of work, and other required documentation into bid packages. Works with Supply Chain Services to coordinate bid issuance, evaluation, and award
9. Coordinates interfaces between Contractors and other 3rd parties and Golden Pass functions (Engineering, Operations, Maintenance, Turnaround Planning Team, etc.) to ensure timely review and responses to queries, deviation requests, change proposal requests and change orders, etc., and incorporate changes into the project documents
10. Ensures all modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner. Interface with MOC and Document Control organization to implement document interface process with Contractors and ensure that all Project Deliverables are aligned with Golden Pass MOC Standards
11. Ensures projects are scoped and executed according to Golden Pass Quality Standards
12. Participates in and ensures that the appropriate personnel are engaged in the required project reviews; HAZOP’s, SIL studies, Independent Project Reviews, Cold Eyes Reviews, Constructability Assessments, 3D Model Reviews, Factory Acceptance Tests, Performance Tests, Pre-Startup Safety Reviews, etc
13. Ensures pre-commissioning and commissioning of project facilities, participation of required discipline in walkdowns, timely closure of punch list items, and seamless handover to Operations
14. Leads lessons capture and dissemination sessions for each Project and supports Project process and procedure improvements by providing feedback to Project Execution and other Operations Integrity System Leads
15. Manages project staffing and ensures on-boarding and demobilization per approved plans
Minimum Requirements
Minimum education required of the position
• Bachelor’s degree in Chemical, Mechanical, Civil or other Engineering or a Project Management Degree
Minimum experience required of the position
• Minimum of 10 years of related experience in an industrial setting (LNG, Refining, Petro Chemical, etc.) in engineering or operations
• Working knowledge of plant installations and specifications with experience in accepted industry procedures, safety and environmental policies
• Experience with cryogenic refrigeration, gas processing, and/or stream preferred
• Experience as Project Engineer for full life cycle of a project (CAPEX of $1M+)
