Pact seeks an experienced Project Director to lead the implementation of an anticipated donor-funded Project. The project will support early-stage work to understand human trafficking in the Democratic Republic of Congo (DRC)’s tantalum, tin, and tungsten (3T) supply chains and develop a co-design and tested program model for response. This position is contingent upon award. The successful candidate will bring a strong network across the DRC mining sector and demonstrated ability to convene senior government officials, mining and supply-chain actors, civil society, communities, and other stakeholders around complex and sensitive issues. The position will oversee a Research Lead, but the Director must also have strong applied research and facilitation experience, including conducting key informant interviews (KIIs), facilitating focus group discussions (FGDs), and designing and leading multi-stakeholder workshops.

The Project Director will be responsible for overall leadership of the project and for the management and operations of project activities. The Project Director will supervise high-quality technical implementation and project delivery, with a focus on achieving project goals and donor objectives. The Project Director will coordinate activities across all relevant stakeholders, including the donor, host government authorities, private sector, civil society and community-based organizations, community representatives, implementing partners, and other system stakeholders. The Project Director will provide day-to-day management to a Research Lead, directly lead stakeholder consultations and co-design workshops, and oversee feasibility pilots. They will ensure an adaptive, evidence-based, and collaborative approach to project management. Ultimately, the Project Director will be responsible for ensuring that project results are met or exceeded on time and within budget.

The Project Director position will be based in Goma with frequent travel to/within North Kivu, South Kivu, Maniema, Tanganyika, and Haut-Katanga provinces.

Key Responsibilities

Specific duties to be carried out by the successful candidate will include:

• Manage and coordinate the implementation of activities, including with any implementing partners and other key stakeholders.
• Lead project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with Pact and donor requirements.
• Oversee the project budget and work in close coordination with project and Pact Global Finance leadership to meet expected results, ensuring cost-effective use of resources.
• Provide overall technical leadership for project activities related to understanding and addressing human trafficking within the 3Ts sector in DRC. This will include directly leading all stakeholder consultations and co-design workshops and overseeing feasibility pilots.
• Lead and manage a flexible team to deliver adaptive, context-driven programming and continuous evidence-based improvements.
• Establish and manage mechanisms for closely overseeing the activities and deliverables of consultants, local partners and/or contractors funded under the project.
• Manage the project’s relationship with host government agencies and all other key external stakeholders.
• Liaise closely with Pact’s Global teams to ensure that all project activities are compliant with donor requirements, as well as consistent with Pact’s policies, procedures and best practices.
• Serve as security focal person and ensure the safety and security of Pact’s staff and its properties at all times
• Employee will comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Basic Requirements

• Master’s degree and 11+ years relevant experience or equivalent combination of education and experience, including 6 years of experience managing complex donor-funded projects.
• Minimum of six years of experience in project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies).
• Detailed understanding of critical minerals sector in the DRC, including proven success addressing issues of human trafficking, forced labor, and sex trafficking within the minerals sector.
• Understanding of the policy-making environment and prevention, enforcement, and remediation systems as it relates to human trafficking and forced labor in 3T supply chains in the DRC. This should include familiarity with key government and non-government institutions responsible for policy and enforcement-related responses to human trafficking in the DRC.
• Proven experience with multistakeholder engagement, including coalition building and the advancement of public-private partnerships.
• Proven experience overseeing or directly implementing capacity development or research interventions targeting human trafficking within the minerals sector.
• Fluency in English, French, and Swahili are required.

Preferred Qualifications
