Oracle is seeking an experienced Project Management Officer (PMO) to lead the planning, delivery and operational transition of Oracle Cloud Infrastructure Region (OCIR) initiatives, supporting regulated, critical-infrastructure and government workloads in Singapore.

This role is suited to a highly organised project leader with experience delivering large-scale IT or cloud programmes in Secured or Military environments. You will work across technical, operational, business, and global teams to deliver secure, high-quality outcomes aligned with programme objectives

This role is suited to a highly organized project leader with experience delivering large-scale IT or cloud programs in Secured or Military environments. You will work across technical, operational, business, and global teams to deliver secure, high-quality outcomes aligned with program objectives.

Responsibilities

Project Planning and Delivery

• Develop and execute end-to-end project plans for OCIR build, enhancement, and operational initiatives.
• Define project scope, objectives, milestones, deliverables, resource requirements, and budgets with senior stakeholders.
• Manage schedules, dependencies, priorities, and delivery risks to ensure projects are completed on time and to the required standard.
• Coordinate developers, architects, security teams, IT operations, business teams, and external vendors.

Stakeholder Engagement and Reporting

• Build strong relationships with key program stakeholders and gather requirements throughout the project lifecycle.
• Facilitate clear communication between technical teams, business units, senior management, and external partners.
• Prepare and present regular project status reports, including progress, risks, issues, decisions, and financial updates.

Risk, Quality, and Governance

• Identify project risks and issues early, develop mitigation plans, and drive timely resolution.
• Ensure deliverables meet agreed quality, security, compliance, and governance requirements.
• Conduct regular project reviews and audits to maintain alignment with scope, objectives, and Oracle best practices.

Operational Excellence

• Lead the transition of completed projects into operations, ensuring effective handover, continuity, and operational readiness.
• Working with operation teams to establish and maintain standard operating procedures (SOPs) for OCIR operations.
• Continuously identify and implement process improvements that enhance service quality, efficiency, and delivery effectiveness.

Team Leadership

• Provide direction, support, and practical guidance to Project teams.
• Foster a collaborative, accountable, high-performing team environment.

What You’ll Bring

• Proven experience managing large-scale IT projects in a secured, defence or government environment.
• Experience delivering cloud infrastructure, platform, or operational projects; Oracle Cloud Infrastructure experience is strongly preferred.
• Strong understanding of Oracle Cloud Infrastructure Region (OCIR), including architecture, deployment, and operational considerations.
• Demonstrated ability to manage complex stakeholder groups, competing priorities, budgets, schedules, and dependencies.
• Excellent leadership, communication, presentation, and stakeholder-management skills.
• Strong problem-solving ability, attention to detail, and confidence operating under pressure.
• Experience working with sensitive workloads and classified information.

Security and Eligibility Requirements

• This role is restricted to Singapore Citizens because candidates require access to classified systems and information at the highly classification level.
• Experience in regulated, critical-infrastructure, government or defence programs.
• Candidates must be eligible to obtain and maintain the mandatory security clearance; current or prior relevant security clearance is preferred.

Preferred Qualifications

• Project-management certification such as PMP, PRINCE2, Agile, or equivalent.
• Experience working with Oracle Cloud Infrastructure or comparable cloud platforms.

Acknowledged authority within the Corporation. Provides leadership and expertise in the development of new products/services/processes, frequently operating at the leading edge of technology. 12 years applicable experience preferred. Subject matter expertise in industry/product space. Knowledge of key industry leaders and management. Knowledge of Oracle competition. Presentation and product demonstration experience. Previous consultative selling experience preferred. Excellent communication, negotiating, and closing skills with prospects and customers. Travel may be needed. BA/BS degree in related field.
