
The Legon Pharmaceutical Innovation Park (LePIP) is a flagship initiative under Ghana's 24-Hour Economy Programme aimed at positioning Ghana as a regional hub for pharmaceutical manufacturing, innovation, research, and skills development. The park seeks to attract local and international pharmaceutical manufacturers, strengthen local production of essential medicines, reduce import dependence, improve health security, and create high-value jobs.
A pre-feasibility study has been undertaken to validate key assumptions underpinning the LePIP concept, test investor and tenant appetite, benchmark comparable international models to identify key learnings and insights, assess preliminary enabling conditions, and define a sequenced pathway toward implementation and a future bankable Phase 2 feasibility study.
Following this, a clearcut roadmap is required to guide project owners on the various activities, including the full Phase 2 feasibility study, that need to be undertaken to deliver the project from idea to commissioning. This work will build on the 24H+ Authority’s existing Project Development Process, as well as outputs from brainstorming and planned activities developed with the team from the UK’s flagship Ghana Jobs and Economic Transformation (JET) Programme.
In parallel, the Government of Ghana, through the 24-Hour Economy Programme, and the University of Ghana are developing a Centre of Excellence for Pharmaceutical Manufacturing to address the industry's skills, research, innovation, and workforce development needs. GIZ will lead the skills gap analysis, while the consultant will support the development of the Centre's work plan, project plan, and implementation roadmap in collaboration with GIZ and the University of Ghana.
Working under the direction of the 24H+ Authority and in close collaboration with the UK-Ghana JET Programme team, the Consultant shall undertake the following tasks:
To lead the design and delivery of an actionable, 24H+-owned project development plan that sets out the critical path for moving LePIP from strong investor interest to an investment-ready proposition, financial close and commissioning. The plan will define the key decisions, activities, responsibilities, resources, timelines and decision gates required across the issues currently identified — including the commercial and ownership model, land, demand and offtake, regulatory approvals and infrastructure financing — as well as any additional requirements that emerge through the planning process.

The Consultant shall report to the 24H+ Authority through the designated Project Lead for LePIP and shall coordinate closely with the UK Ghana Jobs and Economic Transformation (JET) Programme team through the Portfolio Manager and Investment Lead. Progress check-ins shall be held at inception, at submission of the draft deliverables, and following the validation session. All data, documents and outputs produced under this assignment shall remain the property of the 24H+ Authority and shall be treated as confidential.
Interested consultants shall submit a technical proposal setting out their understanding of the assignment, proposed methodology and delivery schedule within the ten (10) working day window, a curriculum vitae evidencing the qualifications above, two references for comparable assignments, and a financial proposal quoting an all-inclusive fee for the assignment.
