About the teamThe project team will support CWASA to enhance safe water access in Chattogram through three core areas: expanding inclusive water services, enhancing utility performance and strengthening the enabling environment. Key interventions include installing different water supply technologies, , improving water quality monitoring, reducing non-revenue water and introducing innovations like digital metering, CRT and mobile apps. The team also facilitates policy advocacy and knowledge sharing to replicate best practices and influence sector strategies.

The team will be a blend of technical, administrative and community engagement roles, design to deliver high-impact results while maintaining alignment with WaterAid’s organizational standards and strategic priorities.

About the role

The Project Delivery Specialist will support planning, design, and supervision of water infrastructure interventions under the Utility Strengthening Project in Chattogram. These interventions include pipeline extensions, decentralized systems, water ATMs, Reverse Osmosis (RO) units, and smart monitoring solutions. The role is vital in ensuring that all engineering outputs are technically robust, climate-resilient, and delivered on time within established quality standards. The Specialist will work closely with project officials from CWASA and collaborate with other sections—including Engineering, Finance, Revenue, Sales and IT—to ensure timely project delivery. S/he will also be responsible for collaborating with WaterAid’s internal support teams to establish a structured and responsive grievance redress and customer complaint management system, as well as a Crisis Response Team (CRT). Furthermore, the Specialist will lead multiple interventions to reduce Non-Revenue Water (NRW) in a designated zone and promote eco-friendly packaged water. In addition, by working closely with CWASA, contractors, and community stakeholders, the Specialist will strengthen service delivery systems. S/he will be responsible to integrate innovation, improving operational efficiency, and promoting inclusive, customer-responsive, and sustainable urban water services aligned with WaterAid’s strategic objectives.

In this role, you will:

• Support the design and planning of water infrastructure systems such as pipelines, RO units, ATMs, and decentralized solutions, including preparing technical drawings, BOQs, specifications, and feasibility studies.

• Lead to establish a structured and responsive grievance redress and customer complaint management system, as well as a Crisis Response Team (CRT)

• Lead multiple interventions to reduce Non-Revenue Water (NRW) in a designated zone and promote eco-friendly packaged water.

• Supervise construction activities, ensuring contractors comply with design, safety, and quality standards, while monitoring progress and resolving technical issues.

• Conduct regular site inspections to ensure quality and regulatory compliance, and support procurement by reviewing technical specifications and evaluating bids.

• Coordinate with CWASA authority , contractors, and communities to ensure smooth project implementation and address local needs.

• Provide technical guidance to field teams and participate in coordination and technical meetings.

• Prepare and maintain technical reports, progress updates, operational guidelines and documentation to support audits, evaluations, and donor reporting.

The responsibilities outlined above may be subject to periodic review and revision in consultation with the line manager.

Requirements

To be successful, you will need:

Education: Master’s degree in Civil Engineering, Environmental Engineering, or related field.

Experience: Minimum 06 years of professional experience in water infrastructure design and implementation, NRW reductions especially in major utilities .

Skills, Knowledge and Competencies:

  • Proven experience in supervising construction projects, preferably in WASH or utility sectors.
  • Strong understanding of water treatment technologies, pipeline systems, and decentralized solutions.
  • Proficiency in engineering software (e.g., AutoCAD, EPANET) and MS Office.
  • Excellent problem-solving, coordination, and communication skills.
  • Experience working with government agencies, contractors, and community stakeholders.
  • Willingness to travel and work in field settings.
