Company Overview Our client is a premier regional systems integrator and technology solutions provider specializing in enterprise-grade electronic security, intelligent Extra Low Voltage (ELV) architectures, and mission-critical surveillance networks. Operating across high-value industrial facilities, multinational manufacturing plants, commercial developments, and critical infrastructure across the Asia-Pacific region, they engineer custom turnkey solutions encompassing high-definition IP CCTV, integrated Access Control (ACS), Video Management Systems (VMS), perimeter intrusion detection, and centralized security control rooms. To support their rapidly growing portfolio of integrated systems installations and multi-site deployments in Northern Malaysia, they are seeking an experienced, operationally rigorous Project Delivery Manager to lead on-site execution in Penang. Mission The Project Delivery Manager holds end-to-end accountability for the planning, technical execution, budget control, and on-time commissioning of assigned enterprise security and ELV integration projects. Serving as the primary technical and operational liaison between clients, main contractors, M&E consultants, and specialized sub-contractors, this role ensures all system deliverables meet stringent technical performance specifications, contractual milestones, and safety standards from initial kickoff through to Testing & Commissioning (T&C) and final site handover. Key Responsibilities & Activities 1. Project Governance, Planning & Scheduling Full-Lifecycle Ownership: Direct and manage assigned security and ELV projects from contract handover, site mobilization, and detailed design submittals through to physical execution, commissioning, and final defect-liability handover. Timeline & Resource Control: Establish detailed project master schedules, milestones, and labor allocation plans; actively track site progress against baseline timelines to anticipate and eliminate project bottlenecks. Scope & Variation Management: Continuously review engineering requirements against site realities, proactively identifying and documenting variation orders (VO), design discrepancies, or scope shifts prior to committing on-site work. 2. Technical System Integration & On-Site Commissioning System Review & Coordination: Review engineering submittals, single line diagrams (SLDs), equipment layouts, and cable routing schematics for IP CCTV, Access Control, VMS platforms, barrier gates, and alarm interfaces. Testing & Commissioning (T&C): Lead structured Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), integrated system run-ins, and user acceptance sign-offs with clients, ensuring seamless software-hardware network communications. Quality & Handover Documentation: Compile and verify comprehensive handover dossiers, including as-built drawings, operations and maintenance (O&M) manuals, method statements, and warranty documentation. 3. Vendor, Sub-Contractor & Client Management Client Technical Interface: Serve as the trusted technical point of contact for clients, architects, and main contractors, providing transparent weekly milestone reporting and resolving technical clarifications. Procurement & Supply Chain Alignment: Collaborate with procurement and project engineering teams to establish bill of materials (BOM), schedule timely material orders via ERP systems, and mitigate supply chain lead-time risks. Contractor Governance: Manage specialized sub-contractor crews and cabling technicians, enforcing strict installation craftsmanship, cable termination quality, and safety protocol compliance. 4. Team Direction & Operational Safety Team Supervision: Guide and mentor Assistant Project Managers, site supervisors, and junior project engineers, ensuring consistent task delegation, active mentoring, and high operational discipline. Site Safety & Regulatory Compliance: Strictly uphold Malaysian occupational safety guidelines (DOSH / JKKP), client plant safety protocols, and Permit to Work (PTW) procedures across all active work sites. Requirements Education & Domain Credentials Education: Diploma or Bachelor’s Degree in Electrical & Electronics Engineering, Computer/Telecommunications Engineering, Information Technology, Mechatronics, or a related discipline. Tenure: Minimum of 5+ years of progressive project management experience directly within Integrated Security Systems, CCTV, Access Control, or Extra Low Voltage (ELV) project environments. Technical Acumen: Strong practical understanding of electronic security architecture—specifically IP cameras, VMS (such as Milestone, Genetec, or enterprise platforms), access controllers, card readers/biometrics, turnstiles, and structured cabling networks. Operational, Linguistic & Site Profile Linguistic Capability: Professional proficiency in written and spoken English and Bahasa Malaysia . Professional proficiency in Mandarin / Chinese is highly preferred to liaise seamlessly with key client stakeholders, regional technology partners, and specialized equipment suppliers. Work Agility & Presence: Primarily an active project- and site-based role across project sites in Penang, with occasional regional travel as dictated by project milestones. Mobility: Must possess a valid driving license and own vehicle for daily travel between project sites and regional facilities. Soft Skills: Outstanding stakeholder coordination capability, strong commercial negotiation acumen, and a proactive problem-solving mindset under demanding site schedules.
