Project Delivery Manager – Infrastructure & Capital Delivery

Full Time | Permanent | Rangiora based

Experienced Chartered Engineer sought to lead Waimakariri District Council’s internal engineering and infrastructure delivery consultancy

As our district continues to grow, so does our investment in the infrastructure that supports our communities. We are seeking an experienced infrastructure engineering leader to head our Project Delivery Unit and lead the delivery of major capital works programmes that will help shape Waimakariri’s future.

Reporting to the General Manager Utilities & Roading, you will lead Council’s internal engineering and project delivery consultancy, providing strategic engineering leadership, technical assurance, procurement oversight and infrastructure delivery services across a diverse capital programme.

You will provide engineering leadership and technical oversight across Council’s infrastructure programme while leading multiple specialist teams of engineers, project managers, planners and technical professionals.

About You

  • A recognised Bachelor of Engineering qualification (Civil Engineering or a closely related infrastructure engineering discipline).

  • Current Chartered Professional Engineer (CPEng) status, or actively progressing toward chartership and nearing accreditation.

  • Extensive senior leadership experience in infrastructure engineering, capital delivery and asset-intensive environments.

  • Demonstrated success leading multidisciplinary engineering, planning and project delivery teams.

  • Strong technical credibility with the ability to provide engineering leadership, assurance and strategic advice.

  • Deep understanding of infrastructure planning, asset management, procurement and contract management.

  • Exceptional stakeholder management capability, including engagement at executive, governance and community levels.

  • The ability to build trusted relationships and influence outcomes across a complex organisation.
