Department Overview

The Hemostasis and Thrombosis Center (HTC) is home to more than 45 faculty and staff supporting clinical care, research, public health, outreach, and education as the only federally qualified Hemophilia Treatment Center in the state of Oregon. The HTC provides comprehensive, multidisciplinary care to adult, adolescent, and pediatric patients across Oregon and southwest Washington. These services are primarily supported through revenue generated by the HTC 340B Pharmacy.

Function/Duties of Position

The Hemostasis and Thrombosis Center (HTC) is recruting for a Project Coordinator / HTC Pharmacy Billing & Reimbursement Coordinator. This is a hybrid role, and weekly onsite attendance is an essential function of this position. It requires a high degree of independence, strong organizational discipline, and sustained focus to manage complex, ongoing workstreams. The position holds primary responsibility for the accurate billing and revenue cycle monitoring of high-cost specialty medications, representing more than $100 million annually in payer-billed transactions. Responsibilities include end-to-end medical and pharmacy benefit billing; coordination, submission, and tracking of manufacturer-sponsored copay assistance and patient assistance programs; and serving as the primary liaison for HTC Assistance Program applications.

The role leads payer denial and underpayment escalations; works closely with OHSU Professional Billing Services to resolve denied, underpaid, or unpaid claims; collaborates with the HTC Factor Program Manager on billing analysis and financial reporting; prepares and presents quarterly financial summaries; monitors CMS HCPCS updates to ensure compliant EHR billing; and maintains detailed, account-level claim management. Additional responsibilities include supporting managed care activities such as prior authorizations, benefit verification, and payer reporting as needed.

As the regional core center for the Mountain States Hemostasis Network, HTC employees are expected to actively engage in HRSA grant-driven initiatives and objectives throughout each award period. This position collaborates with other HTCs in the Mountain States region to understand billing nuances, reimbursement trends, and best practices, and may be assigned additional projects as needed. Travel may be required to attend regional meetings or conferences relevant to the role.

Required Qualifications

• A Bachelor's degree in Business Administration, Management, Public Administration or a closely related field may be substituted for up to two years of the required experience.
• Four years of experience as an executive assistant, administrative analyst, researcher or administrative officer which included administrative duties, provision of technical assistance, or operations review. Two of the required years must have included administration or oversight of an on-going project or program.
• Demonstrated experience with financial reporting and payer reimbursement analysis.
• Knowledge of third party guidelines, State Medicaid agency guidelines, ICD 10 diagnostic coding, procedural coding, medical and pharmacy billing terminology, and familiarity with CMS-1500 and UB92 claim forms.

Preferred Qualifications

• Understanding of 340B Drug Discount program compliance.
• Experience with specialty pharmacy, infusion, or high-cost drugs preferred.
• Experience with managed care operations.
• 5 to 7 years of progressive experience in healthcare billing, reimbursement, or revenue cycle management, including financial reporting and payer analysis.
• Understanding of Jcode medical claims submission; MUE limits, modifiers and hospital billing practices.
• Experience with CMS medical billing guidelines.
• Previous EPIC experience.
• Previous CPR+ or CareTend Pharmacy dispense software.
• Formal Billing/Coding credentials.
• Apexus 340B University Certificate.
