Organize, implement, and follow up on the implementation of the KOICA-support project

a. Supervise and ensure proper implementation, in coordination with all internal departments and external stakeholders, of activities designed under the project.

b. Ensure on-time, on-budget expenditure according to the approved project budget and donor compliance requirements.

c. Adhere to donor’s requirements and all WVI policies (financial and operational) throughout the implementation period

d. Coordinate with the Central Zonal office and team, regarding the implementation of the activities.

e. Conduct meetings with stakeholders, partners, staff, and beneficiaries at field level to ensure proper implementation of activities

f. Draw lesson learned from field and adjust to the implementation plan when needed and appropriate, while adhering to the overall design of the project.

g. Prepare and conduct monthly meetings with World Vision Korea and KOICA in Ramallah.

h. Focal point for day to day coordination with project stakeholders and participants, including KOICA, WV Korea, relevant government Ministries and local authorities, community level structures and representatives.

- Detailed implementation plan, procurement plan and cash-flow prepared and shared and updated regularly

- Lead and follow up on implementation progress, in collaboration with technical leads and finance, to ensure on-time and on-budget implementation according to donor guidelines, WV policies and procedures, WV and international technical quality standards.

- Procurement, delivery, and implementation of project activities conducted or supervised for on time achievement in coordination with supply chain, based on an agreed Procurement Plan.

- Coordination and updates’ meetings with Zonal managers (operations) and GAM Manager, Finance, Supply Chain, Safeguarding, M&E are conducted regularly

- Prepare for and lead weekly update meetings with WV Korea, and monthly (or as frequently as required) coordination/update meetings with KOICA.

- Field visits to project locations are conducted routinely to provide leadership, support, problem solving and to support quality monitoring.

- Adherence to the project donor guidelines in reporting, visibility actions, and communication in collaboration with Communications team.

- Safeguarding, security, anti-fraud and corruption procedures abided to; use of a gender sensitive and socially inclusive approach to work style, engagement with staff and stakeholders.

- Responsibility demonstrated for own security and positive security culture actively contributed to.

MEAL and Project Information Management

a. Work with the M&E staff to supervise the use of monitoring tools, including tracking process indicators and reviewing monitoring data. Address issues and adapt program when necessary

b. Prepare and write project progress reports and prepare annual plans and budgets for the project in coordination with project partner

c. Assist in preparing all communication materials related to the project in adherence to World Vision and Donor’s regulations.

- Manage and maintain all project documentation (ex. supporting documentation for indicators, narrative reporting, photo and video evidence, audit purposes).

- Project M&E plan in coordination with Evidence, Learning and Accountability department (ELA)

- Project is monitored on regular basis

- Regular follow up on the M&E plan with the Evidence, Learning & Accountability (ELA) focal point, GAM and as required, Advocacy & Communications.

- Regular field visits to project’s sites and in coordination with zonal staff and project’s partners

- Prepare project’s reports in coordination with GAM lead and WV Korea, in alignment to donor’s requirements, quality standards and deadlines.

- Communication materials are provided with quality and in adherence with donor regulation to Communication and Advocacy Manager.

Coordination and Networking

a. Ensure proper coordination and networking with the project partners and stakeholders

b. Ensure proper technical coordination with World Vision JWG assigned staff throughout the implementation period

c. Ensure better coordination with zonal offices across the West Bank for the sake of activities implementation

d. Ensure proper coordination with GAM Manager, especially in terms of Support Office (SO) and donor relations and compliance with donor requirements.

- Build strong relations through the regular communication and updates stakeholders with similar interest when needed.

- Regular effective coordination with GAM Manager on compliance issues related to the project

- Regular contributions and coordination with relevant Clusters, as required, or providing information to Technical Leads to facilitate effective cluster coordination and engagement.

- Conduct monthly/regular meetings with Support Office to share programmatic updates, collaborate, jointly plan, etc.

Required Professional Experience

  • At least 3 years of progressive work experience in managing projects related to economic development. Experience with the tourism sector an advantage.
  • Experience in project management. Experience in management of and compliance with KOICA funding an advantage.
  • Experienced in developing operational/implementation tools, M&E tools, quantitative and qualitative data analysis.
  • Experience in managing project related to emergency response. Experience with voucher distribution, PSS and/or Engineering all considered a plus.
  • Strong written and verbal English skills.
  • Must have a valid driving license, and the ability and willingness to drive in the West Bank.
