Position Overview

We are seeking a Project Controls – Regulatory Reporting & Compliance Lead to support major power generation projects. This senior-level position will lead regulatory reporting, compliance activities, and complex information requests while serving as a key liaison between project leadership, regulatory affairs, legal, finance, engineering, construction, contracts, procurement, and Project Controls.

The ideal candidate will bring extensive Project Controls leadership experience on large-scale EPC projects, combined with the ability to translate complex cost, schedule, forecast, risk, and project performance information into clear, accurate, and defensible regulatory and executive communications.

This position operates with significant independence and will lead complex, cross-functional reporting efforts with limited supervisory direction.

Key Responsibilities

Project Controls Leadership & Integration

  • Serve as the Project Controls subject matter expert for regulatory reporting and compliance activities
  • Independently review project cost, schedule, forecasts, contingency, changes, and risk information used in regulatory submissions
  • Integrate cost, schedule, risk, Earned Value Management, productivity, and performance metrics into regulatory and executive reporting
  • Ensure consistency between regulatory filings, project forecasts, business plans, and executive reporting
  • Evaluate project performance trends and communicate key cost and schedule risks, opportunities, and performance drivers
  • Support the development and defense of Project Controls methodologies, forecasting assumptions, contingency usage, and performance metrics
  • Provide Project Controls expertise during audits, prudency reviews, and regulatory proceedings

Regulatory Reporting & Compliance

  • Lead the development and delivery of regulatory reports, filings, audits, and information requests
  • Serve as a primary coordinator for project-related regulatory reporting activities
  • Lead cross-functional responses to regulatory data requests
  • Prepare responses supporting commission inquiries, prudency reviews, rate cases, audits, and compliance activities
  • Ensure regulatory submissions are accurate, complete, consistent, and delivered within established deadlines
  • Maintain supporting documentation, audit trails, and reporting records
  • Ensure reporting aligns with regulatory commitments, approved project information, and organizational requirements

Project Information & Reporting

  • Gather and validate information from Project Controls, engineering, construction, contracts, procurement, finance, and other project functions
  • Translate complex project information into clear regulatory filings, executive reports, narratives, and formal responses
  • Identify and resolve gaps or inconsistencies across project and regulatory information
  • Maintain alignment between regulatory reporting, executive reporting, project reporting, and business planning
  • Synthesize large volumes of technical, commercial, financial, cost, and schedule information into concise and defensible communications

Executive Communication & Stakeholder Management

  • Serve as a primary interface between project leadership, regulatory organizations, and key business stakeholders
  • Develop executive summaries, presentations, briefing materials, and formal business communications
  • Lead cross-functional coordination for regulatory and executive information requests
  • Present project information, findings, risks, and recommendations to leadership
  • Build strong working relationships across multiple functional organizations
  • Influence and coordinate stakeholders to meet project and regulatory objectives

Required Qualifications

  • Bachelor's degree in Business, Communications, Finance, Engineering, Project Management, Public Administration, or related discipline
  • 15+ years of relevant professional experience
  • Extensive experience supporting large capital projects
  • Project Controls leadership experience encompassing cost management, forecasting, budgeting, scheduling, EVM, change management, risk, contingency, and project performance reporting
  • Ability to independently analyze and challenge complex project cost and schedule information
  • Demonstrated ability to synthesize information from multiple stakeholders and data sources
  • Exceptional written, verbal, presentation, and business communication skills
  • Strong critical thinking, organizational, and stakeholder management capabilities
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, SharePoint, and related reporting and collaboration tools

Preferred Qualifications

  • Direct experience supporting public utility commission filings, prudency reviews, rate cases, regulatory audits, or similar proceedings
  • Experience supporting utility, power generation, transmission, renewable energy, natural gas, or similar major capital projects
  • Deep Project Controls expertise across cost engineering, estimating, forecasting, scheduling, EVM, risk, contingency, and change management
  • Project Controls leadership experience on large EPC projects exceeding $500M in capital value
  • Experience as a Project Controls Manager, Project Controls Lead, Cost Manager, Scheduler, Cost Engineer, or Project Controls Engineer
  • Experience with Primavera P6 and EcoSys or comparable Project Controls platforms
  • Experience developing executive-level reports, regulatory responses, presentations, and briefing materials
  • PMP, PMI, AACE, CAPM, PSP, CCP, or similar professional certification

Candidate Must-Haves

  • 15+ years of relevant experience
  • Senior-level Project Controls experience on large capital projects
  • Strong expertise across cost, schedule, forecasting, EVM, change management, risk, and contingency
  • Experience integrating and analyzing complex Project Controls data
  • Ability to independently review and challenge project cost, schedule, and forecast information
  • Exceptional professional writing and executive communication skills
  • Experience developing complex reports, presentations, narratives, and formal business communications
  • Proven ability to lead cross-functional reporting efforts
  • Strong stakeholder management and organizational skills
  • Ability to operate independently with limited supervisory direction
