Job Description

The Global Program Controls organization provides governance, reporting, controls processes, cost management support, and portfolio visibility to help Oracle Cloud Infrastructure deliver global data center programs with greater consistency, transparency, and execution discipline.

The Project Controls Program Lead will support Project Intake, cost management, reporting, data quality, and cross-functional coordination activities across the pre-execution and execution lifecycle. This role helps capture, organize, validate, and report project information, including early demand signals, letters of intent, project intake data, planning inputs, commercial status, cost assumptions, schedule milestones, risks, dependencies, stakeholder decisions, and readiness indicators.

This is a hands-on IC4 role for a self-motivated project controls professional who can work independently while partnering closely with senior leads, functional teams, and stakeholders. The successful candidate will be comfortable creating structure, maintaining trackers, supporting recurring reporting, documenting processes, and helping improve consistency across a fast-moving global infrastructure portfolio.

Key Responsibilities

Project Controls & Project Intake Support

  • Support Global Program Controls activities related to Project Intake and pre-execution controls, from early demand signal through LOI, planning readiness, and transition to execution.
  • Assist with project intake validation, milestone tracking, readiness reviews, documentation requirements, and handoff information needed by Delivery, Construction, Finance, and other partner teams.
  • Maintain trackers, templates, data fields, meeting notes, action logs, and supporting documentation to improve visibility into key project controls information.
  • Partner with internal stakeholder groups to collect required data, identify gaps, validate completeness, and support readiness criteria and escalation paths.
  • Help ensure Project Intake information is accurate, structured, current, and available for leadership and stakeholder review.


Cost Management & Commercial Support

  • Support cost management activities across the construction lifecycle, including estimate review, cost planning, cost validation, change order review, cost impact tracking, and contingency support.
  • Assist with estimate and cost planning deliverables, including gathering inputs, reviewing cost plans, preparing summaries, and supporting updates at design and planning milestones.
  • Participate with design, delivery, construction, general contractor, and cost partner teams to collect cost information and reconcile estimate or pricing inputs.
  • Support written comments, summaries, and review materials for contractor submissions, estimates, cost reports, change order requests, and pricing packages.
  • Help maintain cost impact logs, contingency trackers, commitment trackers, valuation support files, and change control documentation.
  • Support value engineering, design optioneering, cost benchmarking, final account support, and compilation of as-built cost records where applicable.


Reporting, Data Quality & Digital Partnership

  • Support development and maintenance of dashboards, pipeline trackers, cost reports, readiness scorecards, funding data presentations, and recurring leadership reporting inputs.
  • Work with the Data & Digital Excellence team and functional stakeholders to define reporting inputs, dashboard requirements, data quality checks, and data governance expectations.
  • Validate data completeness, consistency, and accuracy across project intake, cost, commercial, schedule, and readiness information.
  • Use reporting outputs to help identify trends, bottlenecks, missing data, milestone slippage, cost risks, readiness gaps, decision dependencies, and automation opportunities.
  • Prepare monthly cost reports, portfolio updates, meeting materials, executive summaries, and decision-support content for review by senior team members and leadership.


Stakeholder Coordination

  • Coordinate with Project Intake and stakeholder groups including Site Selection, Capacity Planning, Customer teams, Design and Engineering, Estimating, Scheduling, Commercial, Legal, Procurement, Finance, Delivery, Construction, and Data & Digital Excellence.
  • Collect, organize, validate, and report information required to support project and portfolio decision-making.
  • Support cross-functional working sessions focused on cost, schedule, data quality, reporting standards, process alignment, milestone governance, readiness requirements, and commercial considerations.
  • Help improve data discipline, reporting accuracy, accountability, decision visibility, and adoption of standard processes across matrixed teams.
  • Communicate project controls updates, risks, trends, and recommended next steps clearly to managers, stakeholders, and leadership audiences.


Process Support & Continuous Improvement

  • Support the development of standardized Global Program Controls processes for Project Intake, LOI reporting, readiness reviews, cost management, reporting inputs, and executive reporting support.
  • Create and maintain templates, process maps, data standards, operating rhythms, cost reporting formats, and benchmark support materials.
  • Track controls performance indicators such as intake completeness, reporting accuracy, milestone adherence, cost forecast quality, readiness quality, change control performance, and cycle-time improvement.
  • Identify process gaps, propose practical improvements, support implementation, and help sustain process adoption across teams.
  • Support internal business management systems, delivery methodologies, tools, and SOX control responsibilities where applicable.

Required Qualifications

  • 8+ years of experience in project controls, program controls, cost management, construction controls, infrastructure planning, preconstruction, quantity surveying, or capital program management.
  • Experience supporting data center, mission-critical, cloud infrastructure, AI infrastructure, construction, or other complex infrastructure development environments preferred.
  • Working understanding of project controls, including cost tracking, estimate review, schedule milestones, risk tracking, forecasting, portfolio reporting, and change control.
  • Experience supporting cost planning, cost validation, contractor pricing review, cost reporting, change order review, contingency tracking, or commercial documentation.
  • Experience maintaining trackers, dashboards, reports, databases, templates, or data quality control processes.
  • Ability to work across matrixed organizations, coordinate with multiple stakeholder groups, and follow through on assigned actions with minimal supervision.
  • Strong written and verbal communication skills with the ability to summarize technical, commercial, cost, schedule, and data issues clearly.


Preferred Qualifications

  • Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, Architecture, Business, Finance, Data Analytics, or a related discipline.
  • Experience supporting medium to large construction or infrastructure projects of medium to high complexity.
  • Construction consultancy, owner’s representative, general contractor, hyperscale infrastructure, or project controls experience.
  • Experience with Power BI, Tableau, Primavera P6, Oracle Unifier, estimating systems, project management platforms, cost management systems, or similar reporting/database platforms.
  • Good knowledge of construction industry technical matters, procurement routes, contracts, value management, and value engineering.
  • Experience preparing project controls, cost management, commercial, or portfolio information for management or leadership review.


Role Expectations

This is a visible support role within Global Program Controls that will help connect Project Intake, cost management, commercial controls, reporting, and execution readiness activities. The role requires a proactive, organized, and detail-oriented contributor who can help bring structure to ambiguity, maintain reliable project controls information, and support consistent decision-making across stakeholder groups.

The Project Controls Program Lead is expected to demonstrate ownership, collaboration, clear communication, follow-through, and service delivery while partnering with senior team members and cross-functional stakeholders to improve consistency, transparency, and execution support across the portfolio.

US: Hiring Range in USD from: $90,100 to $209,500 per annum. May be eligible for bonus and equity.
