Arcadis is seeking an experienced Project Controls Manager to join the Project Management Consultancy (PMC) team supporting a major hyperscale data center development in Luxembourg.

The Project Controls Manager will be responsible for establishing and leading the integrated project controls function across the entire project lifecycle, ensuring effective governance of schedule, cost, risk, change management, reporting, and performance measurement. Acting as a trusted advisor to Buckingham and the PMC

leadership team, the successful candidate will provide the transparency and insight required to support informed decision-making and successful project delivery.The role will initially support the project remotely during the pre-construction phase before transitioning to a full-time site-based position in Bissen, Luxembourg.

Key Responsibilities


Project Controls Leadership

• Establish and implement the overall Project Controls framework for the project.

• Develop project controls procedures, reporting standards, KPIs, dashboards,

and governance processes.

• Ensure alignment of all project controls activities across design, procurement,

construction, commissioning, and handover phases.

• Act as the primary point of contact for Buckingham regarding project controls

performance and reporting.

Planning & Schedule Management

• Oversee the development and maintenance of integrated master schedules.

• Review contractor baseline programmes, schedule updates, recovery plans, and critical path analyses.

• Monitor project progress against approved baselines and identify schedule risks and mitigation actions.

• Ensure consistency between client, PMC, contractor, and commissioning schedules.

• Provide early warning of delays and support recovery planning initiatives.

Cost Control & Forecasting

• Coordinate project cost reporting, forecasting, and budget management processes.

• Track commitments, expenditures, trends, variances, and anticipated final costs.

• Challenge contractor forecasts and assess cost impacts associated with change events.

• Support Buckingham's financial governance requirements and reporting needs.

• Maintain visibility of project contingencies and commercial risks.

Risk & Change Management

• Facilitate project risk management workshops and maintain the project risk register.

• Monitor risk mitigation actions and ensure accountability across stakeholders.

• Develop and manage change control processes including scope, schedule, cost, and risk impacts.

• Evaluate trends and emerging risks that could impact project objectives.

• Provide data-driven recommendations to support strategic decision-making.

Performance Reporting

• Produce executive-level dashboards and performance reports for Buckingham leadership.

• Deliver clear reporting on project health, KPIs, milestone achievement, risks, opportunities, and recovery actions.

• Lead monthly project controls reviews with the client and senior project stakeholders.

• Ensure reporting is accurate, consistent, and aligned with Buckingham's governance requirements.


Integration Across PMC Functions

• Coordinate closely with Planning, Commercial, Construction Management,

Commissioning, QA/QC, EHS, and Document Control teams.

• Ensure project data integrity across all reporting platforms and systems.

• Drive a common understanding of project status through integrated reporting

and analytics.

• Support lessons learned and continuous improvement initiatives throughout

project execution.


Required Experience

• Minimum 10 years of Project Controls experience on large capital projects.

• Proven experience in Data Centers, Mission Critical Facilities, Industrial, Pharmaceutical, Semiconductor, or Advanced Manufacturing environments.

• Demonstrated experience managing integrated cost and schedule controls on projects exceeding €100M.

• Strong understanding of PMO, PMC, Owner's Representative, or Client-side project delivery models.

• Experience working in multi-contractor environments with complex stakeholder management requirements.



Preferred Experience

• Previous experience on hyperscale Data Center developments.

• Experience supporting major developers and operators

• Strong proficiency with Primavera P6, Power BI, Excel, project controls reporting

platforms, and earned value methodologies.

• Familiarity with commissioning-centric project delivery and mission-critical

facilities.
