Job Description

Hill International is seeking an experienced Project Controls Manager to support the delivery of major infrastructure projects in Valencia, Spain.

We are looking for a structured, analytical and delivery-focused professional capable of establishing and managing robust project controls across programme, cost, risk, change, reporting and performance management.

Experience in port, maritime or logistics infrastructure would be highly valued, although candidates with strong backgrounds in transport, rail, aviation, industrial, energy or other major infrastructure sectors will also be considered.

  • Establish and manage project controls systems, processes and reporting structures.
  • Lead programme, cost, risk, change and performance monitoring activities.
  • Develop and maintain integrated project schedules, dashboards and progress reports.
  • Review contractor programmes, progress updates, recovery plans and change impacts.
  • Support the Project Director and client team with evidence-based decision-making.
  • Coordinate project controls information across technical, commercial, contractual and delivery teams.
  • Identify trends, risks, deviations and corrective actions.
  • Prepare clear, concise and reliable reports for clients and senior stakeholders.
  • Degree in Engineering, Construction Management, Quantity Surveying or similar.
  • Minimum 10 years’ experience in project controls, planning, cost management or project management.
  • Strong experience on major infrastructure, industrial or complex construction projects.
  • Advanced knowledge of Primavera P6, MS Project and project reporting tools.
  • Strong understanding of cost control, earned value, risk management and change control.
  • Experience working with FIDIC or similar construction contracts would be valued.
  • Professional fluency in Spanish and English.
  • Location: Valencia, Spain.
