Parsons is anticipating the need for a Project Controls Manager to join our team and support on a complex infrastructure project in Dublin.

In this role, you will manage planning, cost, risk, and performance functions across a major metro infrastructure project, ensuring accurate baselines for schedule, cost, and scope, enabling informed decision-making and effective governance.

This position is based on site in Dublin.

What You'll Be Doing:

• Lead project controls activities, including planning, cost management, risk management, and performance monitoring, across complex infrastructure projects.
• Establish and maintain standardized PMO frameworks, processes, and best practices to ensure consistent, high-quality reporting and delivery outcomes.
• Provide guidance and oversight to project teams, mentoring project controllers and driving continuous improvements in tools, processes, and reporting standards.
• Monitor project progress, manage change control, assess risks, and prepare regular status reports for stakeholders.
• Collaborate with internal and external stakeholders, ensuring alignment, effective communication, and compliance with governance and quality standards.

What Required Skills You'll Bring:

• 10+ years’ experience in project controls, including at least 5 years in senior PCM roles, with a proven track record in high-value rail or infrastructure projects.
• Minimum Level 8 degree (or equivalent) in Project Management, Business Administration, Engineering, or a related field.
• Extensive knowledge of project controls tools, planning, scheduling, cost management, risk management, and reporting principles.
• Experience managing complex projects within regulated environments, including understanding contractual and financial requirements.
• Strong leadership, communication, and stakeholder management skills, with the ability to influence multidisciplinary teams.

What Desired Skills You'll Bring:

• Professional certifications such as PMP, APM, or equivalent.
• Experience in quality assurance and process improvement within the construction or infrastructure sector.
• Proven ability to deliver projects efficiently, manage multiple technical requirements, and maintain high standards of governance.

Note: This position is contingent upon project award and future funding, this exciting new opportunity is planned to commence in  Spring 2026
