We are looking for a Project Controller to complete our consultants Workforce Management Service to support the Business Management & Administration Department of the European Space Agency (ESA) at their location in Noordwijk, The Netherlands.
Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at interview stage).
The successful candidate will be tasked with, but not limited to:
Tasks and Responsibilities
Support the planning, preparation, execution and follow-up of activities in terms of schedule, risks, costs including preparation of related reports and provision of management information as required;
Assist in preparing, developing, and maintaining Projects’ Cost at Completion (CAC).
In the field of resources (i.e., financial and workload) for programme/project(s):
Assist in the preparation of Projects CAC resource plans;
Monitor and control the implementation of the plans in line with CAC resource targets, perform forecasting, identify deviations and related recovery actions, produce related reports;
Check consistency of financial commitments with budgets;
Follow the consumption of financial commitment ceiling and initiate related budgetary transfers as required.
In the field of procurements and execution of contracts:
Support the preparation and follow-up of the Agency’s tender actions and Contract Change Notices (CCNs);
Support the proposal evaluations for the price, schedule verification and analysis;
Support the preparation of the contract financial commitment and milestone payment plan data entry in the Agency’s system(s);
Provide inputs to procurement workplans and detailed implementation plans (e.g., Contract Action Plan baseline), including related commitment consumption, cost, and disbursement profiles;
Follow-up of the progress of the procurement actions and contracts;
Monitor and control timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing;
Support invoicing and payment verification and control process;
Support fixed asset, project inventory and export control activities;
Undertake the verification of procurement actions with the planned industrial return policy.

Master’s degree in Engineering, Business Administration, or a relevant discipline;
At least 4 years of experience in controlling and/or management of activities and resources in aerospace industry;
Knowledge of IPSAS and Finance/Accounting is an asset;
Ability to engage with other key ESA corporate stakeholders, particularly inside the CFO Directorate, (i.e. Finance and Operational Contract Services) and Project Team interactions with ESA Industrial and International Partners;
Fluency in English, both written and spoken;
Knowledge of another official ESA language is an asset;
Candidates must be eligible to live and work in the EU.
