Job Description

We are seeking an experienced Project Control Manager to lead and manage project controls activities for major Oil & Gas project. The role will be responsible for establishing and maintaining effective project control systems covering planning, scheduling, cost control, progress measurement, forecasting, reporting, and risk management.

The ideal candidate will have strong experience working on detailed engineering and EPC / Lump Sum projects, with a proven track record of managing project controls across the full project lifecycle.

The successful candidate will ideally be an experienced Oil & Gas Project Controls professional who has managed controls functions on mid-scale EPC / Lump Sum projects, with substantial exposure to detailed engineering and full project execution. UAE experience is highly desirable, with ADNOC project experience considered a strong advantage.

• Lead the overall Project Controls function, ensuring effective integration of planning, cost control, progress measurement, forecasting, and reporting.
• Develop and maintain detailed project schedules, baselines, milestones, critical paths, and recovery plans.
• Monitor project progress against approved baselines and identify schedule slippage, trends, and potential delays.
• Manage cost control, including budgets, commitments, actual costs, accruals, forecasts, and Estimate at Completion (EAC).
• Establish and monitor progress measurement systems and ensure accurate reporting of physical progress.
• Prepare and review weekly and monthly project control reports, dashboards, forecasts, and management presentations.
• Identify schedule and cost risks and work with project teams to develop appropriate mitigation and recovery actions.
• Monitor engineering, procurement, construction, commissioning, and subcontractor progress against approved plans.
• Ensure effective change management, including assessment of schedule and cost impacts of variations and change orders.
• Coordinate closely with Project Management, Engineering, Procurement, Construction, Commercial, Finance, and other stakeholders.
• Review contractor and subcontractor schedules, progress reports, forecasts, and performance.
• Provide project management with accurate and timely information to support decision-making.
• Ensure compliance with company project control procedures, contractual requirements, and client reporting standards.
• Lead and develop the Project Controls team and promote a strong performance and reporting culture.

Required Qualifications and experience

• Bachelor’s degree in Engineering, Project Management, Construction Management, or a related discipline.
• 15+ years of relevant experience in Project Controls, preferably within the Oil & Gas industry.
• Strong experience on Oil & Gas EPC and Lump Sum projects.
• Proven experience working across Detailed Engineering, Procurement, Construction, Commissioning, and project close-out phases.
• Strong understanding of engineering deliverables, procurement activities, construction execution, and their impact on project schedules and costs.
• Extensive experience with project planning, scheduling, cost control, progress measurement, forecasting, and reporting.
• Experience managing project controls for large and complex projects with multiple stakeholders and contractors.
• Strong knowledge of EPC contracting and Lump Sum contracting environments.
• Experience with change management, claims, schedule impact analysis, and recovery planning.
• Advanced knowledge of planning and scheduling tools such as Primavera P6 and strong proficiency in Excel and project reporting systems.

Desirable Experience

• Previous experience working in the UAE.
• Experience working on ADNOC projects or with ADNOC group companies and their project requirements.
• Experience with major UAE Oil & Gas operators, EPC contractors, or engineering consultancies.
• Familiarity with ADNOC project control, reporting, scheduling, and performance management requirements.
• Experience in managing projects with significant engineering, procurement, construction, and subcontracting interfaces.
