A leading construction company is seeking an experienced and strategic Project Controls Executive to oversee full operational leadership across all phases of construction projects. This role functions as a senior operations leader, managing everything from pre-construction and procurement through execution and close-out, while ensuring projects are delivered on time, within budget, and to the highest standards. The ideal candidate brings deep NYC construction experience, strong leadership skills, and a hands-on approach to managing both office and field operations.

Responsibilities:

• Oversee all phases of construction projects, including feasibility, pre-construction, procurement, execution, and close-out.

• Manage subcontractor bidding, contract negotiations, buy-outs, and maintain accurate project budgets with value engineering.

• Supervise Project Managers, Site Managers, and field teams to ensure schedule, cost, safety, and quality control.

• Handle project escalations, regulatory compliance (DOB/OSHA), and ensure timely completion, including TCO/CO and final close-out.

Skills:

• Strong leadership and team management across both office and field operations.

• Excellent project management and organizational abilities.

• Financial acumen with experience in budgeting, cost control, and procurement.

• Tech-savvy with experience in construction management systems (e.g., Procore) and data-driven decision-making.

Requirements:

• 10+ years of experience in commercial or residential construction, managing projects from pre-construction through close-out.

• Strong knowledge of NYC construction processes, permitting, and DOB regulations.

• Proven experience with subcontractor procurement, buy-outs, and contract management.

• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience).
