The Project Construction Manager (PCM) is responsible for the Project Team for all activities assigned by MPWA-NGS to the Construction and Commissioning Department for any dedicated project. The Project Construction Manager supports the Project by representing the Construction & Commissioning team during Kick-off and Engineering project phases, and managing project Construction and Commissioning activities during execution, proactively addressing technical, schedule, administrative, and commercial matters with the assistance of the MPWA-NGS project team, coordinating with the EPC to ensure safe, timely completion and turnover to the Owner. The PCM will also work closely with the EPC to ensure personnel safety, adherence to contract terms, and proper preservation of plant equipment and systems, and concurrently identifying and mitigating potential safety, quality, and contract risks. The PCM will report directly to the Director of Construction Services and indirectly to the MPWA-NGS Principal Project Manager.

Key Responsibilities

  • Ensure adherence to safety rules and regulations: Champion site safety programs and ensure that PARs/NCRs are actioned and implemented to maintain a safe working environment.
  • Lead and manage key MPWA site personnel: Oversee the Site Manager, Quantity Auditor, Site Admin, and Commissioning Lead. Maintain positive client relations by addressing staff concerns and escalating any issues from the Owner as necessary.
  • Attend kick-off project meetings: Ensure all Construction & Commissioning members are fully briefed on relevant requirements of the main contract and present required deliverables.
  • Expedite acquisition of missing handover documentation: Review and monitor any deviations from the construction budget to ensure compliance and financial control.
  • Collaborate with EPC and Consortium Partner: Prioritize project tasks, verify constructability, allocate resources effectively, and resolve any field issues to ensure smooth project execution.
  • Maintain and update the Construction Action List: Prepare and issue project site guidelines, confirm resource deployment plans, and ensure all administrative and logistical aspects are covered. Initiate and lead the project construction and commissioning kick-off meeting.
  • Lock-in the construction and commissioning schedule: Maintain project timelines, conduct risk and opportunity assessments, and adhere to TFA Hour Estimates.
  • Monitor performance of EPC and Consortium Partner: Track productivity through photographs and site records, and address any concerns related to the labor force's capability to meet project requirements.
  • Deliver progress reports: Provide monthly progress reports, with occasional weekly and daily updates based on criticality. Include updates on project milestones, status, schedule deviations, and actions taken.
  • Report on key performance indicators (KPIs): Include safety metrics, quality standards, resource utilization, and financial performance.
  • Expedite closure of PAR/NCR/RCA processes: Mitigate potential issues, escalate when required to prevent MPWA activities from impacting the critical path and exposing MPWA to delay costs.
  • Identify, manage, and mitigate potential claims and risks.
  • Prepare site cost forecasts to ensure profitability and adherence to budget.
  • Ensure Punch List items are completed: Transfer responsibilities to the Warranty Program Manager.

Requirement

  • Education/Experience Bachelor’s Degree in Mechanical, Electrical, or Civil Engineering from an accredited college or university; a minimum of ten (10) years related experience and/or training in Gas or Steam Turbine EPC projects, downstream and upstream projects and/or major EPC industrial projects.
  • Certification/License: Thirty (30) hours of OSHA training/experience required.
  • Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Computer Skills: Knowledge of database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc.
  • Travel Requirements:Must be able to travel both domestically and internationally up to 60%.
