• Enhancing governance effectiveness through digital transformation.
• Increasing civic participation through Greater Transparency, Accountability, and Inclusive Governance.
• Building resilient communities and anticipatory governance for Sustainable Development.
UNDP has made significant contributions to Indonesia's governance landscape. Our support for digital
transformation has improved public service delivery and transparency through platforms like SP4N-LAPOR and the SMILE initiative. Anti-corruption measures have strengthened reporting systems and public trust, while our capacity-building programs have enhanced the skills of public servants, particularly in under-resourced regions.
However, we recognize that challenges persist. Governance gaps, particularly in rural areas, must be
addressed. Inclusivity needs to be a stronger focus to ensure that women, persons with disabilities (PwDs), and marginalized groups have meaningful participation in decision-making. In implementing the abovecommitment, UNDP has developed a series of project interventions in the areas of Democratic Governance Cluster focusing on key workstreams such as public service reform, democratic institution reform, justice sector reform, promoting Human Rights and gender equality. The ongoing projects include:
• Strengthening Police Capacities to Prevent and Respond to Technology Facilitated Gender-Based Violence (TF-GBV)
This project strengthens the institutional capacity of Indonesia’s National Police to prevent and respond to technology‑facilitated gender‑based violence (TF‑GBV) by refining survivor‑centred training modules, enhancing the skills of police officers and cadets, and promoting continuous professional development. It also fosters stronger coordination among government agencies, law enforcement, civil society organizations, and other stakeholders to improve victim‑centred response mechanisms and advance systemic reforms. Overall, the initiative aims to promote a rights‑based, whole‑of‑society approach to addressing TF‑GBV and improving protection for those affected.
• Supporting Asian countries’ resilience to violent extremism in the digital space (PVE)
This project supports Asian countries in strengthening their resilience to violent extremism in the digital space, particularly among youth, by enhancing community capacities to prevent online radicalization and fostering trust‑based, multi‑stakeholder partnerships across regional Prevention of Violent Extremism (PVE) networks. Implemented across South, Central, and Southeast Asia, the initiative builds local mechanisms to counter digital‑space extremism while enabling regional cooperation, information‑sharing, and coordinated responses through platforms such as CAPVE, SAN‑PVE, and PWG‑SEAN‑PVE. The project contributes to SDGs 16, 5, and 17, and engages governments, civil society, and regional bodies to advance social inclusion, human rights, education, and good governance.
• Regional Innovation and Digital Transformation-SIP/STRIVE
The Regional Innovation and Digital Team (RIDT) support UNDP Country Offices across Asia-Pacific in advancing portfolio-based approaches and digital transformation aligned with UNDP’s Digital Strategy. RIDT helps address growing gaps between government demands and existing capacities by co-designing tailored solutions that integrate systems, digital, and data capabilities to improve public service delivery and policy implementation. To overcome challenges such as siloed programming, limited funding, and capacity constraints within Country Offices, RIDT is establishing an Engagement Facility that provides funding, expertise, and service support. The facility aims to accelerate innovation, strengthen systems and digital capabilities, foster experimentation and learning, and enable Country Offices and partners to respond more effectively to emerging development challenges at scale.
For this purpose, under the supervision of National Project Coordinator, UNDP will recruit a Project Assistant for HDRG Unit’s Democratic Governance-Peace and Justice Sub-Cluster who will be responsible to support the implementation of the above projects in line with UNDP rules and regulations. The main role is to support services for projects under Democratic Governance portfolio while ensuring quality of project outputs are delivered in line with the agreed result country programme and in compliance with UNDP procedure. The incumbent also will support the administration and coordination with project stakeholders to strengthen the Democratic Governance cluster.
The main outputs of the position include: support administration arrangement and reporting for team program implementation; manage coordination on procurement process, logistic administration and travel arrangement, for the project implementation; support correspondence with project stakeholders, collect and document beneficiaries databease, monitoring data, and lessons learn for knowledge sharing and institutional memory. The Project Assistat will work in close collaboration with programme team, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the projects under Democratic Governance Cluster. The incumbent will be based in Jakarta Office under overall guidance of National Project Coordinator to support the project on a day-to-day basis to cover the administrative and operational process.

Duties and Responsibilities
a. Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
• Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
• Implement project standard operating procedures in line with the government and UNDP’s regulations;
• Reviews project documents for completeness and compliance with relevant rulesand procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
b. Support to the effective reporting on progress of project implementation
• Support the administration in preparing annual and quarterly work plans as well as project board meetings where relevant, audit, operational and financial closure of a project.
• Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner;
• To provide administrative support for preparation of results oriented progress reports
c. Provides administrative support to the Project Management Unit focusing on achievement of the following results:
• Support the focal point for Administrative and office coordination of project implementation activities to process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
• Provision of general office assistance such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.
• Effective implementation of operations policies for gender sensitive approach at the project level
d. Support strategic partnerships, support to the implementation of resource mobilization
• Support in updating contact lists of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
• To provide support in documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
e. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Participation in the trainings for the operations/ projects staff.
• Contributions to knowledge networks and communities of practice
• Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.
f. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

• Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;

Institutional Arrangement
This position is under supervision of National Project Coordinator and overall guidance from the Democratic Governance- Peace and Justice Sub-cluster Team. S/he will support the Project Associate in the implementation of the activities in projects under the Sub-cluster portfolio.
