As a Program/Project/Management Analyst, you will coordinate with other members of the PMA customer supporting a Navy program at Naval Air Station Patuxent River (Pax).

Responsibilities:

  • Coordinate, attend and participate in IPT and prime contractor meetings, program review meetings, requirements reviews, design reviews, and other meetings as required.
  • Obtain and disseminate weekly status reports on fielding and deployments to both government and industry.
  • Support planning activities to include presenting alternative funding or acquisition strategies and cost estimates for program requirements. Enter planning data in the Common Spend Plan Tool (CSPT), AHMS, Acquisition Matrix (AcqMat), PMT or appropriate tool.
  • Track program progress and status of vendor critical contract deadlines to identify and report potential problems or issues with schedule conflicts, resource scarcity, and proposed solutions.
  • Collect and perform analysis on Earned Value Management (EVM) data and program documentation received from suppliers. Track cost, schedule, and performance indicators, critical path review, and risk analysis.
  • Provide recommendations for Total Ownership Cost (TOC), Should Cost, Cost as an Independent Variable (CAIV) and Life Cycle Cost (LCC) evaluations.
  • Perform cost/benefit analyses, cost trade-off analyses, business case analyses, cost variance analyses, and/or present value analyses to support the programs in balancing mission requirements, system constraints, performance, and provide technical input for acquisition documentation.
  • Provide recommendations and alternatives in support of program execution, spend plan development, out-year planning, and the creation of POM issue sheets as related to the Planning, Program, Budgeting, Execution (PPBE) process.

Requirements

  • Active SECRET clearance required.
  • Three (3) to ten (10) years of experience working as a program, project or management analyst supporting the DoD.
  • Bachelor’s Degree from an accredited university.
  • In lieu of a bachelor’s degree, an associate’s degree plus two (2) additional years of work experience may be substituted. In lieu of a degree, an additional four (4) years of experience may be substituted.
  • Experience in weapon systems acquisition and life cycle management.
  • Extensive experience in program and project status tracking, including the ability to effectively manage schedules to ensure timely completion of milestones and deliverables.
  • Experience and working knowledge of AMS suite of tools, i.e. PMT, CSPT, CDRL.
  • Proficient utilization of software tools including Microsoft Office Suite (Outlook, OneNote, Excel, Power Point etc.), demonstrating the ability to effectively communicate, organize, and analyze data to support program objectives and decision-making processes.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Maryland Pay Transparency:   $75,000-$95,000.
