Programming Services Officer
GENERAL STATEMENT OF DUTIES: To assist the head of a department, agency, or division by relieving such superior of complex duties involved in the development, management, reorganization, and/or operation of a departmental/divisional program which provides services to employees and/or the public; to act as program supervisor; and to do related work as required.
SUPERVISION RECEIVED: Works under the general supervision of a superior with considerable latitude for exercising initiative and independent judgement; work is subject to review for results obtained and conformance to established policies, rules, regulations and laws.
SUPERVISION EXERCISED: Plans, directs, coordinates, supervises and reviews the work of a professional, technical and clerical staff assigned to assist.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:
KNOWLEDGES, SKILLS AND CAPACITIES A thorough knowledge of the principles, practices and techniques of program management as it relates to developing programs on a departmental/divisional basis for the purpose of providing new or improved services/programs; a working knowledge of the standard principles, practices and techniques of research as it applies to evaluating program planning and programming service; the ability to analyze data, draw conclusions and develop programs based upon such data; the ability to forecast the need for such programs and the requirements of the programs for personnel, equipment and space; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: graduation from a college of recognized standing with specialization in business management, social sciences or a related field; and
Experience: Such as may have been gained through: employment in a supervisory position in a private or public agency involved in the development, management, reorganization, and/or operation of a service program.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
This position is located within the Office of Workforce, Training, and Operations and is responsible for coordinating the recruitment, onboarding, management, and offboarding of temporary contracted staff. The individual in this role will work closely with programs across the Rhode Island Department of Health (RIDOH) to support workforce operations, staffing initiatives, employee development activities, and special projects that advance agency priorities. As funding sources and priorities evolve, this role may support a variety of operational initiatives.
Key Responsibilities
• Partner with program and operational teams to assess workforce needs and support recruitment, hiring, and staffing initiatives.
• Coordinate and monitor recruitment and onboarding activities to ensure an efficient and positive experience for new staff.
• Maintain systems and tracking tools used to manage assignments, projects, staffing activities, and operational priorities.
• Coordinate logistical and equipment support to ensure staff have the resources needed to perform their work effectively.
• Serve as a resource to hiring managers by providing guidance on administrative, fiscal, and operational requirements related to contracted staff.
• Prepare reports, status updates, and recommendations for leadership regarding workforce and operational activities.
• Identify opportunities to improve processes, increase efficiency, and strengthen workforce support services.
• Ahere to state and agency policies, procedures, and administrative requirements while maintaining accurate records and databases.
• Draft correspondence, reports, memoranda, and other documents related to workforce, administrative, and operational programs.
• Assist with preparing responses to inquiries and information requests from internal and external stakeholders.
• Support audit, compliance, records management, and data request activities by gathering, organizing, and maintaining required documentation.
• Perform a variety of administrative and operational functions in support of departmental and agency goals.
• Participate in special projects and perform other related duties as assigned.
