Program Analyst

Contract: IDIQ Naval Postgraduate School Research and Educational Support Service (RES) IDIQ
Task Order: NPS Extended Campus Support Services
Location: Monterey, CA (Onsite at NPS)
Clearance: Public Trust

Salary: $110,000-$117,000

We are seeking an experienced Program Analyst to support the Naval Postgraduate School’s Extended Campus programs. This role is responsible for leading and managing academic strategic planning, performance management, and program evaluation activities. The ideal candidate brings strong analytical skills, experience working in higher‑education environments, and the ability to translate data into actionable insights that support institutional decision‑making.

Key Responsibilities

  • Lead and oversee academic strategic planning initiatives and performance‑management activities.
  • Conduct program and project evaluations to assess effectiveness, efficiency, and alignment with institutional goals.
  • Develop and maintain performance metrics, dashboards, and reporting tools.
  • Prepare written performance reports that clearly communicate organizational outcomes and recommendations.
  • Conduct quantitative and qualitative analyses to support academic and administrative decision‑making.
  • Collaborate with faculty, staff, and leadership to support organizational improvements.
  • Establish partnerships across business areas to drive coordinated performance initiatives.

Required Qualifications

  • 5 years of experience leading, managing, and overseeing academic strategic planning, performance management, and program/project evaluation.
  • BA/BS degree in administration, management, communications, or a related professional discipline.
  • Ability to obtain and maintain a Public Trust clearance.

Desired Qualifications

  • Experience conducting quantitative and qualitative analyses and presenting results through data visualizations (charts, dashboards, etc.).
  • Experience developing written performance reports that communicate organizational performance and recommendations.
  • Experience developing organizational performance policies, guidance, or frameworks.
  • Proven ability to build partnerships and coalitions across teams to support organizational improvement efforts.
  • Strong communication, analytical, and project‑management skills.

Additional Information

  • This position requires onsite work at the Naval Postgraduate School in Monterey, CA.
  • U.S. Citizenship is required for clearance eligibility.
