We are seeking an experienced Programmer Analyst 3 to support the development and maintenance of multiple enterprise .NET applications. This role requires a highly skilled developer with strong experience in ASP.NET/MVC, .NET Core, SQL Server, and front-end web technologies. The selected candidate will collaborate with internal teams to enhance existing systems, support project initiatives, and contribute to application modernization efforts.

The Programmer Analyst 3 will work as part of the Virginia Department of Health’s Office of Information Management team to develop, maintain, and enhance enterprise-level .NET applications supporting agency operations. This role involves full-stack application development using ASP.NET/MVC, .NET Core, SQL Server, JavaScript, JQuery, and related web technologies. The ideal candidate will bring strong technical expertise, effective communication skills, and the ability to collaborate within a hybrid government technology environment.

Responsibilities

Application Development

  • Develop, maintain, and enhance ASP.NET/MVC and .NET Core applications
  • Design and implement scalable web-based applications using C# and .NET technologies
  • Build and maintain front-end functionality using HTML, JavaScript, and JQuery
  • Support application modernization and continuous improvement initiatives
  • Troubleshoot and resolve application defects and performance issues

Database Development

  • Design, develop, and maintain SQL Server databases and SQL programming solutions
  • Support database optimization, performance tuning, and data integrity initiatives
  • Collaborate with stakeholders to ensure accurate and efficient data processing

Collaboration & Operational Support

  • Participate in project planning sessions, team meetings, and onsite collaboration activities
  • Work closely with cross-functional teams to support application delivery and maintenance
  • Contribute to technical documentation and knowledge-sharing activities
  • Support Agile-based development and operational workflows

Technical Support & Process Improvement

  • Follow development best practices and coding standards
  • Assist with version control and DevSecOps-related processes
  • Support cloud and Microsoft M365-related initiatives when applicable

Requirements

Minimum Qualifications

  • 8+ years of experience in C# .NET web application design and development
  • 8+ years of experience with SQL Server 2019+, including SQL programming and database design
  • 5+ years of experience with JavaScript and JQuery
  • 5+ years of experience demonstrating strong communication and technical documentation skills
  • Experience with web design and development
  • Must be able to attend onsite interviews with no exceptions
  • Must be available to work onsite when requested for meetings and project activities
  • Must reside within the United States for the duration of the assignment
  • Local candidates only
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future

Preferred Qualifications

  • 1+ years of experience with GitLab and DevSecOps
  • 2+ years of experience working within Agile development methodologies
  • 2+ years of experience with Microsoft M365 technologies, including Azure Cloud and Power Platform
  • 3+ years of experience with Telerik

Benefits

Compensation
This is a 1099 Contract role.
$40 – $60 per hour
