
Background:
UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:
• Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
• Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
• Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.
Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction.
In Palestine, the Women Count Project, will support interventions aligned with national priorities to improve the government's capacity to generate and use gender statistics to inform policies and programmes aimed at gender equality and women's empowerment, as well as for SDGs programming and monitoring. To this end, the key objective is to ensure that gender statistics are available, accessible and analyzed to inform timely policy formulation, advocacy and accountability for gender equality and women's empowerment, with three proposed outcomes: enabling environment, data production and data accessibility and use.
In the Women Count Project, UN Women Palestine will work together with the PCBS as the governing entity of the national statistical system, with the Ministry of Women’s Affairs as the national mechanism for the advancement of women, the Ministry of Finance and Planning as the governing entity of national planning, and other relevant national stakeholders. The project will also work closely with the humanitarian architecture, including the cluster system, to ensure the collection and use of sex, age and disability disaggregated data, in the humanitarian response and early recovery.
Under the supervision of the Deputy Special Representative as the primary supervisor and of the Regional Gender Statistics Specialist at ROAS as the matrix supervisor and in liaison with normative and humanitarian teams including the Gender in Humanitarian Action Specialist, the Programme Specialist, Gender Statistics, is responsible for providing technical advice to the Head of Office and Deputy and strategic programmatic and operational management of the project, contributing to ensure the effective implementation of the Women Count Project in Palestine. She/he will also provide technical assistance and capacity development to partners (including government partners and humanitarian actors) as well as lead resource mobilization, knowledge management and communication efforts.
The Programme Specialist, Gender Statistics works in close collaboration with the programme and operations team, UN Women RO and HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Scope of Work
1.Design and develop programme strategies in the area of Gender Statistics
2. Manage the implementation and management of the Women Count Project
3. Manage technical assistance and capacity development to Women Count partners
4. Manage the monitoring and reporting of the Women Count Project
5. Build partnerships and support in developing resource mobilization strategies
6. Contribute to inter-agency coordination on Gender Statistics to achieve coherence and alignment of UN Women programmes with other partners in the country
7. Manage advocacy, knowledge building and communication efforts
8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
