To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the Direct Supervision of the Outcome Manager, and overall supervision by the Head of Programme, the incumbent will perform the following duties:

• Overall programme management of all URT and EPR activities. This includes strategic planning of monthly food and cash distributions based on available resources, preparing for and responding to emergencies, and leading the URT/EPR team
• Together with the Vulnerability Analysis and Mapping (VAM) team, lead ongoing efforts to target and prioritize the most vulnerable groups in Myanmar.
• Coordinate closely with other operational support teams such as finance, supply chain, budget and programming, as well as with the Area Offices, to ensure operational excellence.
• Lead preparedness work and lead response to unforeseen emergencies
• Foster close collaboration with other programme activities, ensuring an integrated programme approach (URT, emergency school meals, nutrition, resilience) with maximum impact on the most vulnerable populations
• Be the programme focal point for all operational access-related issues including joint access initiatives
• Ensure full integration of cross-cutting issues including nutrition, Protection, Gender, and Accountability to Affected Populations (PGAAP), Monitoring, Cash-Based Transfers and Identity management.
• Coordinate externally with key forums such as the Food Security Cluster, Cash Working group, Access Working group and other relevant operational coordination platforms.
• Provide inputs into ongoing internal and external planning and reporting exercises such as the Humanitarian Needs and Response Plan (HNRP).
• Engage and build a network with donors, actively contribute to regular donor updates (written and in person) whenever required, and advocate for more resourcing towards WFP’s response
• Contribute to the development of funding proposals and concept notes as and when required
• Develop and maintain excellent relations with our Cooperating NGO Partners and develop a strong partnership strategy
• Manage the overall activity budget, verify budget planning, and monitor expenditures
• Perform any other duties as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in international relations, political or economic science, business administration, or any other relevant academic degree or First University Degree with additional two years of related work experience.

Experience: At least three years of postgraduate professional experience on programme implementation and project management, preferably in humanitarian space.

Experience in humanitarian and emergency response operations, in Myanmar or outside, is an asset.

Proven team leader capability, as well as proven partnership building, are also an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Has deepened technical knowledge through exposure to technical teams.
• Has taken leadership of implementing programmes.
• Has provided input into policy discussions and decisions.

Language: Fluency in both oral and written English and Burmese.

Technical skills: proficiency in using Microsoft office suite (word, excel, PPT) and any other relevant software

Critical Success Factors: The successful candidate is a very strong communicator both verbally and in writing; is as good at being a team leader as at being a team member; has strong planning skills; has the capacity to focus on the big picture and at the same time zoom in on small detail; is outcome-oriented and action-focused; can effectively collaborate with a wide range of different actors with sometimes conflicting interests; has the ability to prioritize a wide range of tasks and to differentiate between different levels of urgency and importance. And finally, the successful candidate believes in the values of the United Nations and is willing to work with a range of people from different national and cultural backgrounds.
