This role directly supports NORCAP’s mission by strengthening international cooperation and evidence‑based action on energy security—an area that underpins economic stability, environmental resilience, and broader human security.

The Organisation for Security and Co‑operation in Europe (OSCE) applies a comprehensive approach to security, addressing politico‑military, economic‑environmental and human dimensions across its 57 participating States. Within the OSCE Secretariat in Vienna, the Office of the Co‑ordinator of Economic and Environmental Activities (OCEEA) advances work on sustainable energy, protection of critical energy infrastructure, energy efficiency and dialogue on emerging energy‑security challenges.

The Programme Officer, Energy Security (Seconded to OSCE) will strengthen OCEEA’s work on energy security by driving analysis, partnership engagement and the design, delivery and review of regional activities and projects. Success in this role means enabling evidence‑based decision‑making, enhancing dialogue among participating States, and supporting well‑designed initiatives that address emerging risks across the energy sector.


This is a 12‑month NORCAP secondment, based in Vienna, reporting to the Senior Energy Security Adviser at the OSCE.


As the Programme Officer, Energy Security (Seconded to OSCE), you will take on the following responsibilities:

  • Analyse current and emerging energy‑security issues, including policies, market dynamics and related political trends, to inform priorities and programme design.
  • Lead the design, implementation, monitoring and evaluation of OSCE extra‑budgetary and unified‑budget projects in energy security, including project proposals, implementation plans, reporting and donor engagement.
  • Coordinate with government representatives, technical specialists and multilateral partners to share information, negotiate activities and strengthen cooperation.
  • Review and adjust project outputs to align with national and regional priorities, ensuring activities remain relevant and feasible within available resources.
  • Organise and support technical meetings, seminars and conferences, including agenda preparation, briefing materials, presentations and logistical coordination.
  • Prepare briefing notes, speeches, statements and reports for senior OSCE leadership and participating States, ensuring accuracy and clarity.
  • Contribute to OSCE committees, forums and follow‑up processes, including Ministerial Council preparations and related negotiations.
  • Undertake additional tasks that support OCEEA’s broader mandate on economic and environmental security.

To excel in this role, candidates should possess the following qualifications and skills:

  • A second‑level university degree in economics, business administration, law, geography, natural or social sciences, or international relations, preferably with a focus on energy.
  • At least five years of progressively responsible experience in energy security and/or economic‑environmental development, preferably within the OSCE region or an international setting.
  • Demonstrated experience in planning, implementing and managing donor‑funded projects.
  • Strong communication skills, including drafting high‑quality reports, speeches and analytical papers.
  • Proficiency in digital tools and Microsoft Office applications.
  • Demonstrated ability to integrate gender perspectives into programmes and activities.
