Organizational Context and Scope

UndertheoverallsupervisionoftheChiefofMission(CoM),thedirectsupervisionoftheProgramme Coordinator, in coordination with the Senior Regional Immigration and Border Governance (IBG) Specialist based in the Regional Office in Cairo, the Programme Manager (Immigration and Border Governance) will be responsible for the development, implementation and coordination of the Immigration and Border Governance IBG projects and programmes implemented by IOM Libya Country Office (CO). They will be expected to closely coordinate the programme with other Programme Managers as well as with the Project Development and Support Unit in communication with the donor governments and other stakeholders.

  1. Maintain liaison and conduct comprehensive consultations with relevant governmental counterparts,andothersupportingstakeholders,onborder management/controlneedsand priorities in support of the Libyan border authorities to rebuild their national border and migration management structures.

  2. Support the implementation of any national plan of action or Immigration and Border GovernanceStrategyaimingat enhancingtheoperationalcapacitiesofrelevantborderand migration management entities in Libya.

  3. Oversee and coordinate capacity building and training activities on migration and border management,aswellasrelatedbordercontrolprocedures,inparticularinthefieldofdetection of fraudulent documents, upholding human rights, and countering human trafficking and smuggling of migrants.

  4. Develop national programmes and project proposals in the thematic area of enhanced ImmigrationandBorderGovernanceandHumanitarianBorderManagement,i.e.Searchand Rescue at Sea and in the Desert, including identifying cross-thematic synergies and opportunities.

  5. Providestrategicadvice,analysisandinputtotheCoMandrelevantstakeholdersonallissues pertaining to migration and border management in Libya.

  6. ManageallaspectsofLibyaCO’sImmigrationandBorderGovernanceIBGprojectsinlinewith IOM and donor requirements. Oversee and coordinate the work of all project staff, including consultants, in operations, supply chain, financial, and budgetary processing. Exercise quality control over all procedures and documents and ensure proper follow-up as necessary.

  7. Overseeandcoordinatetimelysubmissionofreportingonprojectsinlinewithdonor requirements and according to IOM standards.

  8. Oversee from the assessment phase to completion of improvement interventions at Detention CentresandDisembarkation Pointsto improvethe conditions formigrantspostdisembarkation or detained.

  9. Supervise the Immigration and Border Governance / Search and Rescue team that provide assistancetomigrantsat detention centresanddisembarkationpoints,aswellasregularlyassess the needs of enhancing the conditions for migrants.

  10. Draftdocumentsandbriefseniormanagementonmigrationandbordermanagementrelated topics, including the development of reports, presentations, talking points, and briefings concerning project activities implemented.

  11. Identifyandpromotestrategicandtechnicalpartnershipswithrelevantgovernment entities,

    InternationalOrganizations,privatesectorandcivilsocietypartners,andotherrelevant stakeholderstopromoteandstrengthenIOM’smigrationandbordermanagement portfolio.

  12. RepresentIOMandparticipateinrelevantconferences,workshops,trainingsandseminars.

  13. Ensure timelyrecruitmentof staff and closely monitorstaffperformance, projectprogress and ensure mainstreaming of gender according to IOM procedures and regulations.

  14. Performsuchotherdutiesasmaybe assigned.

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities,MilitaryScienceor arelatedfieldfromanaccreditedacademic institutionwithfive years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Professional experience in the field of immigration and border governance, including in a strategic advisory role;
  • Having broad operational and supervising experience in a border management entity at the senior managerial level is an advantage;
  • Experience in project/programme management with United Nations agencies or non- governmental organisations in migration management focusing on Immigration and Border Governance Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements;
  • Work experience in a non-family duty station in conflict or post-conflict countries is desired,
    having been working in the Middle East and North Africa (MENA) region is an advantage;
  • Demonstrated experience of finance, procurement, and human resource management in the context of a project or a programme is an advantage;
  • Experience in providing support or delivering training/capacity building related to border security and/or management, security sector management for law enforcement entities is desired;
  • Experiences in conducting monitoring and evaluation (M&E), with good understanding of M&E
    tools and approaches;
  • Experience in writing training plans, statements of works, standard operating procedures, and detailed instructions; and,
  • Familiarity with Border Management Information Systems (BMIS) is an advantage.

Skills

  • Profound knowledge of the European Union (EU) concept of Integrated Border Management;
  • Knowledge and proven experience in project development, including the associated budgets;
  • Well developed skills to manage and monitor project implementation, including liaison with beneficiaries and donors, and related reporting obligations; and,
  • Able to deliver and/or organize capacity building activities related to specialized technical training subjects in the sphere of border control and border surveillance operations on the strategic, tactical and operational level.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
