Job Description

As Programme Leader for Scope and Requirements, you will provide direction and oversight for the definition, management, and governance of requirements across the full lifecycle of the Expansion and other Programmes. You will ensure that clear, outcome‑focused requirements progress smoothly from business strategy through to user needs, delivery, and operational readiness. This will enable the programme to demonstrate value, meet assurance expectations, and remain compliant with Heathrow’s regulatory framework

The programme covers a wide and evolving mix of technical, operational, commercial and user‑focused requirements. These need to be clearly defined, well‑governed and aligned to business value and regulatory expectations.

Your leadership will help ensure that the programme delivers safe, compliant, and value‑for‑money outcomes for passengers, airlines, regulators, and wider stakeholders.

  • Providing leadership of the Requirements Management processes throughout the lifecycle of the Programmes, ensuring these processes are clearly understood and effectively implemented by the team.
  • Identifying and managing risks and opportunities relating to Design and Engineering activities.
  • Overseeing the scope and complexity of the programme, spanning technical, operational, and commercial requirements.
  • Working in partnership with senior leaders across the organisation to develop strategies and plans that support the successful delivery of programme solutions.
  • Establishing and maintaining a clear governance structure and programme plan, while contributing to the future direction of departmental strategy.
  • Taking responsibility for line management and building capability within the team, including performance development and talent growth.
  • Extensive experience leading programmes within highly complex capital delivery projects and portfolios.
  • Demonstrable experience in scoping and designing large‑scale, technically complex construction programmes.
  • Proven ability to inspire, motivate, and lead stakeholders across the organisation, both internally and externally.
  • Experience delivering large‑scale projects within highly regulated environments.
  • Strong prioritisation and decision‑making capability, including during periods of uncertainty or ambiguity.
  • Broad experience in programme management across development, design, and construction stages.

Ideally you will have

  • Experience of leading projects from scope and requirements.
  • Background in Architecture and Engineering design.
  • Project Management Accreditation

Working Location

Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of HeathrowWorking arrangements vary from team to team and will be confirmed during the recruitment process. You’ll need to be based in the UK and within a commutable distance to Heathrow.
