Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Partnerships Officer, the Programme Development Associate will provide specialized support to the Programme Development Unit (PDU) in the areas of research, policy and stakeholder monitoring, AI-enabled information gathering, communications, visibility, media monitoring, knowledge management, and coordination of partnership and programme development activities.
The incumbent will assist with the preparation of research summaries, briefing materials, stakeholder profiles, funding landscape overviews, communications products and coordination tools to support evidence-based decision-making and strategic engagement.
Track and compile information on Norwegian, European and international developments relevant to migration, displacement, integration, return, labour mobility, development cooperation and humanitarian affairs.
Track information from relevant government, parliamentary, policy, donor, academic, media and civil society sources and support the preparation of internal updates for programme development and partnership activities.
Support the preparation of stakeholder profiles, partner mappings, funding landscape overviews, background notes, briefing packages and research summaries by compiling and organizing relevant information from multiple sources.
Compile information on emerging policy developments, stakeholder activities, funding opportunities and partnership initiatives relevant to IOM Norway’s strategic priorities.
Use digital research tools and AI-enabled applications, including Microsoft Copilot and other approved organizational tools, to support information gathering, horizon scanning, document review, synthesis and structured analysis.
Apply effective prompting, critical querying and iterative refinement techniques while reviewing, verifying and contextualizing outputs before use.
Support multilingual and cross-source monitoring and synthesis of information.
Verify AI-generated outputs against primary sources and support the preparation of research products by fact-checking information and documenting sources, as appropriate.
Maintain knowledge management systems, trackers, databases and archives.
Support preparation of communications, visibility and public information materials.
Draft and edit website updates, social media content, newsletters, factsheets, briefing materials and visibility products.
Track media coverage and support the preparation of media monitoring updates.
Support publication and dissemination of approved content through appropriate IOM channels.
Update and maintain country factsheets, presentations and external information products.
Support the coordination and logistical organization of meetings, donor briefings, workshops, consultations, visits and stakeholder engagements.
Prepare agendas, participant lists, meeting notes and action trackers.
Maintain calendars, trackers and planning tools related to PDU priorities.
Assist with preparation and filing of documents related to programme development, partnerships and communications.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in International Relations, Political Science, Communications, Public Administration or relevant field from an accredited academic institution with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience supporting research, policy monitoring, and communications is required;
Experience compiling and organizing information from multiple sources to support the preparation of summaries and briefing materials is required;
Experience tracking government, donor, academic, media and civil society developments and compiling relevant information highly desirable;
Experience in using digital tools for research, information management, document review or communications is required;
Experience using AI-enabled tools for research, synthesis, monitoring, drafting or workflow support is required;
Experience supporting the preparation of stakeholder profiles, partner mappings, policy updates or situation analyses is highly desirable;
Prior work experience with international organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
Skills
Good research, writing and editing skills;
Ability to compile, organize and present information clearly for different audiences;
Good understanding of communications, visibility and public information principles;
Strong attention to detail and ability to organize and present information acurately;
Strong digital literacy and ability to use Microsoft 365 applications and information management tools;
Ability to use AI-enabled tools effectively to support research, monitoring, drafting and knowledge management, including structured prompting, critical review of outputs and source verification, with awareness of responsible AI practices, data protection and reputational risk.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Norwegian is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
