COUNTRY CONTEXT

WFP Liberia's Country Strategic Plan (CSP) supports the country's transition from direct humanitarian assistance to government-led and sustainable national systems. The CSP focuses on strengthening institutional capacities, enhancing national ownership, and enabling government institutions to effectively deliver food security, nutrition, and health supply chain services.

To achieve these objectives, WFP supports the development of sustainable systems through initiatives such as Home-Grown School Feeding (HGSF), the strengthening of smallholder farmers' access to markets, nutrition improvement interventions, and capacity strengthening for government institutions. These efforts are aligned with Liberia's National Development Plan (NDP), the ARREST Agenda for Inclusive Development, and the United Nations Sustainable Development Cooperation Framework (UNSDCF), contributing to improved human capital development, and sustainable national development outcomes.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the overall guidance and supervision of the Head of Unit, the Programme Associate - Data Analyst Reporting, will have the following responsibilities:

  • Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Provide assistance on the coordination of data gathering and monitoring systems, ensuring that rigorous quality standards are maintained.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  • Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
  • Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs. • Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education First university degree in a field relevant to measurement (statistics, data science, information management, econometrics, or research) or other related functional area, is required. Experience: Experience: 6 years of related work experience with Tableau, quantitative data analysis software (e.g., SPSS, STATA and/or R), qualitative data analysis software (e.g., NVivo, MAXQDA and/or ATLAS.ti) and Python required. Experience with additional programming languages is a plus. Experience in designing and conducting advanced quantitative and qualitative analyses and the generation of evidence-based dashboards and reports is highly desirable.

Knowledge & Skills

The following knowledge and skills are required:

  • Proven experience in producing high-quality data analysis and reports, requiring English-language skills that translate complex ideas into simple messages;
  • Data visualization skills with tools such as Excel, Tableau or Microsoft Power BI and expert experience in information management software, including Excel as a minimum standard;

  • Solid IT skills, including working on multiple platforms simultaneously. The following knowledge and skills are desired:
  • Ability to follow procedures and instructions.
  • Capacity and attitude to learn quickly are desired skills.
  • Attention to detail, problem-solving skills, and ability to meet targets in a high-pressure environment. Language s: Oral and written working knowledge of English.

Language: Level C English language is required (Oral & Written)
