Programme Associate

Organizational Setting and Work Relationships
The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable.
- Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
- Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners.
- Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports.
- Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
- Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
- Follow up on any change in regards to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality.
- Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits.
- Provide support to the field through technical advice and training on resource allocation processes and other programmatic issues.
- Use UNHCR's corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
- Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

Essential:
• Knowledge of UNHCR partners and the operational environment in Cabo Delgado.
• Demonstrated experience in programme management, the UNHCR Operations Management Cycle, planning, implementation, monitoring, verification, and reporting.
• Training and practical experience in Cash-Based Interventions (CBI), including design, implementation, verification, monitoring, reporting, and compliance with operational and donor standards.
• Knowledge of key CBI processes, including SOPs, financial service providers, financial traceability, communication with communities, stakeholder engagement, and financial inclusion.
• Training and/or experience in Results-Based Management, Monitoring & Evaluation, results-based reporting, and outcome/impact data collection.
• Strong computer skills and working knowledge of Portuguese and English.

Desirable
• Experience managing partnership agreements, including preparation and finalization of partnership documents.
• Experience with budget entry and workflows in COMPASS, Cloud ERP, and PROMS.
• Experience in partner financial performance verification, including PMC02 and PMC03 exercises.

The United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection, asylum seekers, refugees, statelessness, and internally displaced persons. The UNHCR operation in Mozambique has its main office in Maputo, field office in Nampula, sub-office in Pemba and field units in Cabo Delgado. The working language in the UNHCR offices in Mozambique is English.

Living and Working Conditions:

The position is based in Pemba, the capital of Cabo Delgado Province, in the north of Mozambique. Pemba is a D, Non-Family duty-station.

Mozambique has a total population of about 29 million people and Maputo is its capital city. The total area of Mozambique is 799,380 Km square from North to South. It is tropical, hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22 °c and the average daily highs of 30 °c. The rainy season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13 °C to 24 °C.

Cabo Delgado is bordering Tanzania, with a population of over 2.2 million individuals according to the 2017 census. The province, considered one of the poorest in the country, was hit by cyclone Kenneth in April 2019 and Cyclone CHIDO in December 2024, which affected several villages, causing material damage and the displacement of many residents. The province has also been targeted by armed groups that have been attacking local villages since October 2017.

Communication and transport services are available at various costs. The housing market is healthy but quite expensive (from US$ 800 to US$ 1,500 per month). Pemba has several supermarkets and one international airport. The metical is the local currency, and exchange rate stands at USD 1 equivalent to about 63.25 meticais (MZN) as per April 2026. Pemba has several health facilities including ISOS clinic, CLIDIS private clinic and the Provincial hospital. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places.

UNDSS-cleared hotels are available, with the rates differing depending on availability and season. MOSS compliant apartments are available.

The current operational circumstances require frequently long working hours. This is a stressful work context, making a capacity for self-care critical.

According to the security level system, Cabo Delgado is at level 4. Crime in Pemba and villages outside of the capital is concerning and UN personnel must remain vigilant and aware of their surroundings. Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.
