Nickol Global Solutions (NGS) is seeking to recruit a Program Support Specialist to support contract implementation for an anticipated U.S. Department of State (DOS) contract. This position is contingent upon award and will be a part-time role based in the Washington, DC metro region. The Program Support Specialist will assist with project coordination, ad hoc note-taking, meeting planning, research, and logistics tasks; assist and coordinate Council member travel, reimbursement, and compensation; support compilation, coordination and quality control of invoice development and submission; and conduct ad hoc research.

Context

The Office to Monitor and Combat Trafficking in Persons (TIP Office) within the DOS leads the United States’ global engagement in the fight against human trafficking, partnering with foreign governments and civil society to develop and implement effective anti-trafficking strategies. The TIP Office works to fulfill the mandates of combating human trafficking globally as outlined in the Trafficking Victims Protection Act of 2000, as amended (TVPA), and has responsibility for bilateral and multilateral diplomacy, targeted foreign assistance, interagency coordination, and public engagement on trafficking in persons. The TIP Office seeks a contractor to support the Advisory Council as it fulfills the functions outlined in the Survivors of Human Trafficking Empowerment Act including the development of its annual report, and coordinating and managing Council travel, reimbursements, and compensation. In particular, the contractor will provide trauma-informed support to the Advisory Council by delivering technical assistance and facilitating in-person and virtual meetings of the Advisory Council, with the goal of the Council producing actionable recommendations on federal anti-trafficking policies to the PITF.

Duties:

The Program Support Specialist will have overall responsibility for:

  • Supporting project administration, including travel coordination, visa processing, vendor payment requests, invoicing, approvals, and updating of project-related trackers.
  • Processing travel and expense reports, including time and expense reports and other client-related reports.
  • Reviewing consultant and/or Advisory Council member invoices for correctness and verify that deliverables are achieved in a timely manner.
  • Drafting and monitoring consulting, employment, and subcontract agreements, including modifications.
  • Coordinating with project team to compile agendas for weekly teleconference and other project-related meetings.
  • Completing data entry of invoices (consultants, vendors, sub-awardees) as requested.
  • Assisting with travel arrangements for Advisory Council members and other team members, as relevant.
  • Assisting and supporting communication to project team and client.
  • Communicating scopes of work, policies, and allowances/benefits for team members and Advisory Council members.
  • Assisting with copy-editing and review of deliverables to clients, ensuring proper English diction, grammar, formatting, and 508 compliance (Section 508 Amendment to the Rehabilitation Act of 1973).
  • Assisting with budget monitoring, level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with contract and NGS’s regulations.
  • Ensuring completeness of project documentation by saving relevant documents and approvals to SharePoint files.
  • Supporting all aspects of event / meeting execution, including setup, A/V support, note-taking, and clean-up, focusing on detail and client satisfaction.
  • Performing other duties and responsibilities as assigned.
Requirements

Required Experience and Qualifications:

  • A bachelor’s degree in political science, international studies, public policy, economics, communications, or related field required.
  • Minimum 1 to 3 years of relevant administrative or professional work experience; at least one (1) full year of that experience should be related to contracts, project management, financial management, or similar experience.
  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills; excellent customer service skills, particularly in written communications.
  • Demonstrated ability to handle routine administrative tasks and operational issues, often with competing requirements and strong attention to detail.
  • Ability to work independently and as part of a team.
  • Client-focused, attention to detail, committed to excellence in product development.
  • Demonstrates emotional intelligence and cultural awareness.
  • Demonstrates resourcefulness in problem-solving; initiative to learn new skills; and a genuine curiosity in the work NGS undertakes.
  • Demonstrated proficiency in using all Microsoft Office applications
  • English fluency.
