This is a highly responsible professional position responsible for planning, organizing, and implementing technical assistance to school districts, consortiums and other supporting organizations on continuous improvement and quality implementation of evaluation processes that result in professional growth of instructional personnel and school leaders. Employees’ time and effort are assigned to specific projects that support both department and local educational agency needs for district evaluation systems that address both growth in educator proficiency and meaningful accountability measures that support state and district policies. The employee’s time and effort are assigned to a dedicated function as indicated on the monthly payroll. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  • Coordinates the review and approval of district instructional and administrative evaluation systems and provides technical assistance on continuous improvement of instructional and school leader evaluation systems.
  • Monitor district practices regarding the use of student growth measures and student assessments in personnel evaluation and provide districts technical assistance on the appropriate use of such assessments for improving student results.
  • Provide technical assistance on use of student and educator performance data in problem solving and developing improvement targets.
  • Evaluates and approves applications for district level II programs and collaborate with various department bureaus on leadership standards and materials.
  • Coordinate and support communities of practice on additional evaluation metrics such as deliberate practice and student feedback.
  • Review and provide technical assistance to revising instructional and school leader evaluation systems.
  • Provide technical assistance to school, districts and consortiums to enhance school and district capacities to plan and implement improvements in district evaluation systems used to impact the quality of instruction and school leadership.
  • Coordinate and collaborate with bureau staff and the Department of Education in matters related to policy development that facilitates the improvement of district evaluation systems.
  • Position will involve frequent travel to school districts to monitor actual impact of evaluation practices on educator and student behaviors.
  • Collaborate with the Florida Education Foundation to secure funding for annual leadership programs designed to support the implementation of educational leadership to enhance student outcomes.
  • Assists with the review and approval of district Level II School Principal Training Programs to provide quality professional learning and technical assistance through the eIPEP platform.
  • Perform other duties and responsibilities as assigned by the Program Director and/or Bureau Chief.

MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:

  • Four years of professional experience in education or related field.
  • Ability to prepare reports; to develop, evaluate, and interpret programs, policies and procedures.
  • Ability to travel.
  • Ability to communicate effectively including verbal and written communication.

PREFERRED QUALIFICATIONS:

  • Applicants who meet both the professional and education experience.
  • Applicants who are familiar with evaluation systems.
  • Applicants who have experience with leadership development.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

  • A four year degree from an accredited college or University in education or related field can substitute for 4 years of direct experience.

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month
