Overview

The Mission

Join D440 Special Projects and play a pivotal role in the SSN812 program and other special projects on VIRGINIA Class and SEAWOLF Class submarines. The Special Projects group develops and sustains payload handling systems for unique mission sets – high visibility, high precision systems that must perform flawlessly in harsh operational environments.

Your Impact

As a Program Representative, you will be the department’s central integrator — coordinating commitments, tracking execution, maintaining visibility of milestones and deliverables, and helping resolve issues that affect cost, schedule, and performance. You will influence how work gets done across the department by driving clarity, accountability, and cross‑functional alignment. You will support department staff to ensure proper staffing, accurate estimating and task definition, effective scheduling, on-track project execution, and successful task/vendor management.

What You’ll Own

Program Execution & Performance

  • Lead project estimating, budget management and performance tracking.
  • Develop metrics, data dashboards, and trend analysis using earned value management and Agile project management techniques
  • Control baseline changes and manage ARTEMIS schedules to ensure cost and schedule alignment

Cross-Functional Alignment & Strategic Decision Support

  • Partner with engineering leads to develop and maintain resource-loaded integrated master schedules and progress tasking for the departments tasking
  • Enable strong communication with program office and engineering management

Subcontractor & Vendor Management

  • Coordinate purchase requisitions, ensuring accurate inputs and timely approvals
  • Track and analyze subcontractor/vendor performance, identify risks, and recommend actions to improve schedule adherence and first-time quality
  • Support technical evaluations of subcontractor proposals

Department Operations & Strategic Improvements

  • Maintain manpower plans, forecast demand, and manage labor returns using EB manpower tools
  • Lead department onboarding processes and annual department self-assessments
  • Track overhead budgets, coordinate audits, ensure adherence to EB policies and procedures
  • Maintain a department SharePoint site to centralize procedures, policies and knowledge transfer materials
  • Drive commitment items and management’s goals to timely completion

Qualifications

Required:

  • Bachelor’s degree in business administration, accounting, finance or engineering
  • 5+ years of experience in program or engineering project management
  • Must be able to obtain and maintain a SECRET security clearance

Preferred:

  • Experience in Electric Boat program office
  • Experience with submarine combat systems
  • Experience with submarine construction process
