Job Description

Background:

The Construction Readiness Directorate has been established to ensure a dedicated focus to support organizational preparedness for simultaneous construction of VIRGINIA and COLUMBIA Class Submarines. The Program Representative position will be an integral part of this team, assisting in the sustainment and improvement of the OWL program within Operations.

The Operations Work List (OWL) program is the tool that aims to provide Operations with the following:

  • A one-stop shop interface to access all Enterprise systems and tools available to Operations Management
  • A standardized tool for creating weekly plans and daily goals, implementing S.M.A.R.T. goal principles
  • An automated report generating tool to allow Operations Management to monitor performance and identify areas for improvement
  • General Description of Position:

    The Program Representative will team with the Program Supervisor, and various Project Leads to ensure Operations has the correct skills, tools, and processes to plan and assign work through the OWL program.

    The Program Representative will work closely with Operations Managers, Area Superintendents / General Foremen and Operations Supervisors to drive plan accuracy and utilization of daily expectations, as well as identify and implement future improvements of the program.

    The ideal candidate for this position can recognize improvement opportunities within the current Operations processes and has the desire to affect positive change.

    This position requires a high degree of professionalism, political savvy, and clear, concise communication with all levels of management. This position offers the successful candidate leadership and project management experience within Operations.

    Responsibilities:

    The Program Representative will be responsible for the following:

    • Continuation of program meetings
    • Analysis and interpretation of data to identify areas for improvement
    • Oversight of the creation and utilization of weekly program metrics
    • Teach OWL during DLDP, as needed also provide refresher training to all levels of management
    • Co-lead upcoming enhancements of OWL, including initial project funding, requirements gathering, programming interface with IT, and rollout / training
    • Collaborate with, train, and mentor representatives of other Programs/Operations adjacent to or working with OWL
    • Identify and implement creative solutions to evolving Operations needs

    This is an onsite position Monday - Friday 6am-3pm that requires travel between CT & RI.

    Qualifications

    Required:

    • High School Diploma or GED equivalent
    • 2+ years of experience as an EB Operations Supervisor / General Foreman / Area Superintendent, Planner OR a Bachelor’s Degree in Business Management, Communications, Human Services, Teaching or directly related degree
    • Demonstrated analytical ability with Excel including the use of pivot tables, data manipulation, and formulas
    • Ability to travel between Groton, Westerly, and Quonset Point as needed

    Preferred:

    • Previous experience in Operations
    • Strong understanding of the OWL program
