Program Officer for MNCH Health Services

The MNCH Health Services Officer will support the Senior Program Manager in implementing IMA World Health's maternal, newborn, and child health interventions across six conflict‑affected facilities and surrounding IDP sites in Goma and Nyiragongo. The Officer will oversee day‑to‑day technical support to BEmONC services, facility rehabilitation works, IPC and outbreak readiness activities, and mobile outreach operations serving displaced populations. Working closely with MoH counterparts, facility staff, and mobile teams, the Officer will ensure high‑quality service delivery, strengthen clinical competencies, monitor safety and dignity standards, and coordinate timely referrals for obstetric, newborn, and child health emergencies. The role requires strong field presence, hands‑on coaching, and the ability to operate effectively in insecure, rapidly evolving humanitarian environments.

Key Tasks:

Strengthening BEmONC & Maternal/Newborn Care (Activity 2.1)

• Support training and on‑site mentoring of midwives on BEmONC, safe delivery, and newborn stabilization.
• Monitor availability and correct use of delivery kits, newborn warmers, and solar lamps for night‑time readiness.
• Oversee implementation of referral transport support (motorbike vouchers) and track emergency referral outcomes.

Facility Rehabilitation for Safety & Dignity (Activity 2.2)

• Coordinate rehabilitation works including lighting, fencing, latrines, water points, and privacy improvements.
• Ensure upgrades meet safety, infection‑prevention, and GBV‑sensitive standards.
• Conduct routine facility assessments to verify functionality and patient dignity conditions.

IPC & Outbreak Readiness (Activity 2.3)

• Provide technical support to facility IPC committees and ensure regular drills and triage practice.
• Monitor availability and correct use of PPE, chlorine, handwashing stations, and waste‑management supplies.
• Strengthen staff capacity on triage, isolation, and safe patient flow during cholera, measles, mpox, or Ebola alerts.

Mobile Health & Protection Outreach to IDP Sites (Activity 2.4)

• Coordinate mobile clinic deployment to Rusayo 1, Rusayo 2, Kanyaruchinya, Lac Vert, and other underserved sites.
• Oversee delivery of ICCM, antenatal care, immunization, basic consultations, and VAWG/GBV screening.
• Ensure community awareness sessions on GBV, child protection, and health‑seeking behavior are conducted.
• Track referrals from mobile teams to anchor facilities and follow up on severe cases.

Eligibility Criteria MNCH Health Services Officer:

Minimum Qualifications

• Bachelor's degree in Nursing, Midwifery, Public Health, Medicine, or a related clinical field.
• At least 3-5 years of experience supporting MNCH service delivery in humanitarian, conflict‑affected, or low‑resource settings.
• Demonstrated experience with BEmONC, safe delivery practices, newborn care, or maternal health programming.
• Proven experience working directly with health facilities, MoH counterparts, and frontline health workers.
• Knowledge of IPC standards, outbreak readiness, triage, and facility‑level infection control systems.
• Experience coordinating mobile clinics, outreach teams, or community‑based health activities.
• Familiarity with GBV/VAWG screening, protection principles, and safe referral pathways.
• Ability to conduct regular field travel to IDP sites and remote facilities in insecure environments.
• Strong skills in data collection, reporting, and monitoring of health service delivery indicators.
• Fluency in French required; Swahili or local languages (Kinande, Kinyarwanda) strongly preferred.
