About The Role
The Program Manager – Voucher Processing leads the day-to-day execution and operational success of voucher processing programs administered by CALSTART. This role is responsible for directing Voucher Processing Managers and their teams to ensure vouchers are processed accurately, efficiently, and in full compliance with program requirements.  Working in partnership with leadership and cross-functional teams, the Program Manager establishes operational goals, monitors production performance, and proactively resolves barriers that impact processing timelines or service delivery.
This role plays a key part in maintaining strong team culture, supporting manager development, and driving program outcomes that meet funding and organizational objectives. 
A core part of this role is fostering a positive, accountable, and collaborative team culture. The Program Manager works closely with managers and staff to maintain morale in a high-volume operational environment, reinforce clear expectations, recognize strong performance, and ensure team members feel supported in their work. Building trust, maintaining open communication, and promoting a culture of shared responsibility and continuous improvement are essential to the long-term success of the Voucher Processing Team. 
This role oversees Voucher Processing Managers and their teams and reports directly to the Director of Incentives. 

What You'll Do:

  • Lead and execute the operational strategy for voucher processing programs, ensuring vouchers are processed accurately and within program timelines. 
  • Supervise and support Voucher Processing Managers and their teams, providing guidance on workload management, performance expectations, and staff development. 
  • Monitor workflow, queue health, and production metrics to maintain processing targets and identify operational bottlenecks. 
  • Collaborate with internal teams including policy, technology, data, and finance to resolve issues, improve systems, and ensure program compliance. 
  • Identify opportunities to improve operational processes, enhance team efficiency, and support the long-term scalability of voucher processing programs. 

What You'll Bring:

  • 5+ years of experience in program management, operations, or compliance-driven environments. 
  • Demonstrated experience managing teams and overseeing program performance or operational workflows. 
  • Strong organizational and leadership skills with the ability to manage multiple priorities and meet operational goals. 
  • Excellent communication and interpersonal skills with the ability to collaborate across teams and engage stakeholders. 
  • Experience working with CRM systems or operational workflow tools (e.g., Salesforce, Microsoft Office Suite, and Monday.com). 
  • Bachelor’s degree or equivalent professional experience. 
  • Ability to work in a collaborative and fast-paced operational environment. 

Desired Qualifications:

  • Experience with incentive programs, grants, or government-funded initiatives. 
  • Familiarity with compliance-based program administration. 
  • Experience working in high-volume processing or operational environments.
