Job Description

Leidos is seeking a Program Manager (PM) for a government contract in the National Capital Region (NCR) The PM will manage a complex multi-year, fast paced, highly dynamic environment of ~25 employees and subcontractors providing engineering support to a government customer. The PM will plan, direct, and schedule the timely and successful completion of the tasks required in the contract statement of work. The PM will interface with all levels of customer and Leidos management, and must provide the leadership and have the interpersonal communication skills necessary to lead, direct, and manage a complex program.

Primary Roles and Responsibilities:

  • Serve as the primary focal point for contract performance to include: technical, staffing, cost, schedule, security, and allocation of appropriate skill mix assigned to taskings and contract deliverables.

  • Ensure vacancies are filled quickly with qualified and cleared personnel

  • Maintain a professional, performance-oriented program

  • Ensure personnel maintain the required levels of expertise and competency across all assignments while staying current with rapidly evolving technologies

  • Identify and schedule technical personnel against assigned tasks and ensure on-time delivery

  • Work closely with program and customer personnel to ensure all contract deliverables and requirements are completed and delivered on time and to standard

  • Maintain, assess, and update all program processes and procedures to ensure they remain in line with program and customer requirements

  • Ensure all program and customer personnel are aware of and understand program processes and procedures

  • Track, manage, and control costs and labor hours

  • Make complex/difficult financial, business, and personnel decisions with outcomes in the best interest of the employees, company, and customer

  • Coordinate, track, and report on all procurement activities

  • Coordinate, track, and report on all travel activities

  • Manage subcontractors

  • Meet financial commitments in revenue and fee for the organization

Required Clearance: Must possess a TS/SCI Polygraph for consideration.

Required Education, Skills, and Experience:

  • Bachelor’s degree and 8 years of relevant experience. Work experience can be used in lieu of degree/combined with education

  • Minimum 5 years of experience leading and managing contractor personnel and deliverables under a contract of similar scope within the last 10 years

  • Experience with requirements documentation, assessing customer requirements, identifying dependencies, and developing responsive project plans

  • Demonstrated experience in a government operating environment

  • Experience leading contractor teams, including subcontractors, in a government operating environment.

  • Experience leading and managing diverse workforce. Strong track record of organizational leadership and business management, including strong analytical, presentation, and problem-solving skills

  • Outstanding verbal and written communications skills

  • Ability to partner with company support personnel to include project control, finance, contracts, subcontracts, HR, talent acquisition, and business development to effectively manage and grow the program

  • Ability to establish an effective working relationship with program, company, and customer personnel and managers

  • Ability to motivate employees and ensure engagement

  • Understanding of industry standard and best practices related to project and program management

  • Demonstrated ability to partner with HR to proactively identify, manage, and address performance concerns in a timely, professional, and consistent manner

Desired Qualifications:

  • Demonstrated experience with technical operations

  • Demonstrated ability to estimate costs and other resources using quantitative analysis to project requirements

  • Demonstrated experience developing and implementing strategic plans

  • Demonstrated experience implementing process improvements to include the Lean Six Sigma methodology

  • Experience overseeing mission IT operations

  • Experience working in manufacturing environments

  • Masters of Science degree or equivalent professional experience

  • PMP certification

Pay Range:

Pay Range $131,300.00 - $237,350.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
