We are seeking a Program Manager SME as part of a bid process associated with a Statement of Work. Candidates are encouraged to submit their information and resumes highlighting their relevant experience. This position will be fully on-site work in the Washington, D.C area.

Position Responsibilities

  • Facilitate/promote enterprise-wide collaboration among VER, FOD, USCIS, and DHS objectives.
  • Proactively and continually seeks to understand USCIS and DHS offices, directorates and the organizational landscape to facilitate all work within the scope of responsibility.
  • Provide experienced personnel resources with product owner and project management experience along with relevant professional certificates (i.e., Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), and Project Management Professional (PMP).
  • Develop strategic roadmaps and implementation plans. Roadmaps and plans will be comprehensive, reflecting people, process, and technology efforts to realize strategic objectives in an Agile, measured, and implementable way.
  • Provide governance support through regular project health assessments, identifying risk and recommending mitigation strategies.
  • Oversee project execution, including coordinating with stakeholders, improving product delivery, applying Agile methodology and Project Management Body of Knowledge (PMBOK) to business processes.
  • Establish performance monitoring mechanisms to track project outcomes, providing monthly status reports.
  • Support end-to-end project execution, including testing, integration, deployment, and post deployment evaluations.

Required Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Information Technology or a related field.
  • Minimum of ten (10) years of progressive experience in program and project management, including at least 5 years managing large-scale, complex federal programs or initiatives.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent required.
  • Demonstrated ability to lead cross-functional teams and manage competing priorities. Experience with Agile methodologies, program planning, risk management, and performance reporting.
  • Strong communication and stakeholder engagement skills at the executive level.

  • Master’s degree
  • Agile or SAFe certification
