Job Description

ROLE PURPOSE

The Program Manager will apply leadership and innovation as the driving force that sustains and enhances program services. This position is responsible for meeting the needs of clients, funders, and regulators through effective planning, organization, staffing, and monitoring of program activities. The Program Manager inspires excellence and purpose within the program while ensuring key goals, objectives, and service standards are achieved.

STATUS

Exempt. Position is open to applicants of all genders.

HOURS (40 HOURS PER WEEK)

40 hours per week; Monday-Friday: 0800 - 1600

Position requires the ability to work flexible hours based on operational needs.

KEY ACCOUNTABILITIES

Administration

  • Implements and upholds organizational policies, procedures, and operational standards.
  • Develops and maintains program manuals, handbooks, brochures, and other related resources.
  • Hires, supervises, evaluates, transfers, and terminates employees and contractors as required.
  • Prepares and maintains staff schedules to ensure appropriate program coverage.
  • Coordinates staff and volunteer orientation, training, supervision, and performance evaluation.
  • Ensures all personnel, contractor, operational, and program records are maintained accurately and in a timely manner.
  • Oversees the daily and monthly financial and administrative functions of the program.

Programs

  • Ensures effective and inclusive support programs are developed, delivered, and maintained.
  • Supports the strategic direction and ongoing development of program services.
  • Collaborates with internal teams regarding referrals and service coordination.
  • Facilitates person-centred planning opportunities for staff and service users.
  • Identifies and develops program opportunities that enhance community participation and individual outcomes.
  • Ensures funder requirements, reporting obligations, program goals, performance measures, and timelines are achieved.

Community Relations

  • Maintains positive and effective working relationships with community agencies, government partners, stakeholders, and service providers.
  • Promotes collaborative partnerships to enhance client supports and referral opportunities.
  • Represents the organization professionally within the community as required.

Facilities

  • Ensures facilities comply with all applicable fire, health, safety, and regulatory requirements.
  • Maintains a clean, safe, and welcoming environment for clients, employees, and visitors.

On-Call Responsibilities

  • Provides support to employees during emergencies and operational issues.
  • Participates in on-call coverage and ensures appropriate arrangements are in place during absences.

Health and Safety

  • Functions as an Occupational Health and Safety employer representative and may co-chair the Occupational Health and Safety Committee.
  • Attends required health and safety training.
  • Participates in workplace investigations and safety initiatives as directed.
  • Promotes and supports organizational health and safety practices.

Other Duties

  • Coordinates and administers other teams and programs as assigned.
  • Oversees all human resource functions including recruitment, training, and employee development.

EXPERIENCE AND SKILLS

  • A bachelor's degree and/or professional designation, within a minimum of 5 years of applicable or relevant transferable past work experience.
  • Extensive experience working with vulnerable populations with complex health, mental health, and substance use challenges, including those experiencing or at risk of homelessness, within Criminal Justice, Community Living, Mental Health, Housing, and related human service sectors.
  • Extensive experience in management of the day-to-day aspects of community-based programs, including case planning, behaviour modification techniques, and psychosocial rehabilitative techniques.
  • Excellent verbal and written communication skills in English.
  • Knowledge and experience in the areas of group process, individual counselling, and crisis management.
  • Extensive knowledge and expertise in hiring, training, and supervising staff.
  • Ability to motivate and organize a staff team.
  • Administrative experience and strong administrative skills.

Preference for candidates with knowledge of non-profit work environments, especially in Housing, Criminal Justice Services, and Community Living Services, and experience working with Yukon First Nations.

REQUIREMENTS

  • Ability to successfully complete a Vulnerable Persons Criminal Records Check.
  • Ability to successfully complete an Enhanced Security Clearance.
  • Ability to successfully complete a TB Screening.
  • Ability to successfully pass a reference check.
  • Ability to provide a record of work history.
  • Current Emergency First Aid Certificate.
  • Valid Class 5 driver's licence and driver's abstract.
  • Personal transportation that is in good repair, insured for business use with a minimum of $1,000,000 liability coverage, and available for transporting clients when required.
  • Ability to participate in an on-call rotation and respond to emergencies as required.
  • Willing to complete Food Safe Certification (Level 1 and 2).

COMPENSATION

Annual salary will be negotiated based on experience and qualifications. This role will also be eligible for the Society's comprehensive Management Benefits Package.

Important: Candidates must be legally authorized to work in Canada, observe their weekly hours limit if under a temporary or study visa, and provide proof of eligibility if selected for the role.
