Outpatient programs provide trauma-informed care aimed at reducing the harmful impacts of substance use. Participants and their counselors work collaboratively to design an integrated, individualized, strengths-based treatment experience geared towards addressing each client’s specific needs and goals. Outpatient programs provide Individual and group therapy, individualized case management, treatment planning, drug and alcohol counseling, crisis intervention, and connection to social support services.

Lead San Francisco’s Flagship Outpatient SUD Program
HealthRIGHT 360 is seeking a mission-driven, operationally strong Program Manager to lead the largest outpatient Substance Use Disorder (SUD) treatment program in San Francisco. This is a high-visibility leadership role overseeing a program that serves 300+ active clients and delivers the majority of outpatient SUD care in the city.

About the Program
Our Adult Outpatient Services program is a cornerstone of the city’s behavioral health continuum. We serve adults with substance use, mental health, and co-occurring needs—including high-acuity and justice-involved populations. Services include:
• Individual counseling and case management
• Dozens of weekly groups
• Walk-in access
• Trauma-informed, harm reduction–aligned care
• Close coordination with SFDPH/BHS
The Opportunity
As Program Manager, you will provide strategic, operational, and clinical leadership for this flagship site. You will oversee a multidisciplinary team, ensure contract compliance, maintain service quality, and guide a culture of dignity and evidence-based care.
Key Responsibilities
Program Leadership & Operations
• Lead all daily operations of the Adult Outpatient program
• Meet all program goals, reporting, and compliance requirements
• Oversee safety, workflows, and performance metrics
• Serve as primary liaison with internal and external partners
Team Leadership
• Recruit, supervise, coach, and support program staff and interns
• Create a strong, trauma-informed team culture
• Oversee scheduling, coverage, training, and performance expectations
• Conduct chart reviews and documentation oversight
Clinical Oversight
• Ensure adherence to trauma-informed and evidence-based practices
• Provide consultation and support to SUD counseling and clinical staff
• Review and approve treatment plans and documentation
• Carry a small caseload as needed (crisis intervention, assessments, groups, etc.)
Compliance & Quality
• Maintain compliance with all contracts, licensing, and HR360 standards
• Perform internal audits and correct documentation discrepancies
• Ensure fidelity to harm reduction and culturally responsive practice
Qualifications
Required
• Certified SUD professional (CADC, CATC, CAS, CADTP or equivalent) or BBS registered/licensed
• Bachelor’s degree required; Master’s in counseling, psychology, social work, or related field preferred. Significant operational experience can be considered in lieu of formal Bachelor's degree.
• Minimum 4 years behavioral health or SUD treatment experience
• Minimum 2 years supervisory or management experience
• Valid CA Driver’s License; CPR/First Aid (or ability to obtain)
• Strong documentation, communication, and organizational skills
Preferred
• Experience with government contracts
• Experience with justice-involved populations
• Familiarity with EHR systems and clinical documentation workflows
