The Program Manager - Qualified Intellectual Disabilities Professional (QIDP) is responsible for providing habilitation management services to ensure participants make progress toward goals identified through the individual service planning process. This position ensures participant outcomes identified in the Individual Service Plan (ISP) are monitored, measured, documented, and incorporated into ongoing service development and implementation.
The Program Manager (QIDP) is responsible for developing, implementing, monitoring, and revising participant program plans while ensuring compliance with applicable state and federal regulations, agency policies, and participant-centered practices. This role also supports the training and oversight of direct service staff to ensure quality service delivery and participant safety.
PERFORMANCE RESPONSIBILITIES AND STANDARDS
• Provide skill training and program-specific training to direct support staff necessary to implement participant service plans effectively.
• Complete or obtain age-appropriate functional assessments for participants within thirty (30) days of service initiation.
• Develop participant program plans in accordance with authorized service plans and identified participant goals.
• Monitor participant progress and document changes as necessary to support revisions related to progress, regression, or maintenance of independence.
• Conduct quarterly supervision and review of habilitation services, or more frequently as needed.
• Review services performed by direct support staff to ensure programs are implemented as written and according to agency standards.
• Demonstrate the ability to develop, implement, and revise behavior and skill-training programs.
• Collect and maintain required documentation and raw data necessary to evaluate program effectiveness, efficiency, and participant satisfaction.
• Ensure compliance with all applicable agency policies, Medicaid requirements, licensing standards, and state/federal regulations.
• Participate in interdisciplinary team meetings and collaborate with participants, guardians, family members, and other providers as appropriate.
• Provide guidance and support to staff regarding participant programming, behavioral supports, and implementation strategies.
• Maintain confidentiality of participant information in accordance with HIPAA and agency standards.
• Maintain current certifications, required training, and ongoing eligibility requirements.
• Follow all outlined agency procedures and complete additional duties as assigned.
QUALIFICATIONS
• Minimum of two (2) years of professionally supervised experience working with the population served.
• Meet qualifications of a Qualified Intellectual Disabilities Professional (QIDP) as defined in 42 CFR 483.430(a).
• Experience developing and implementing behavior support and skill-training program plans preferred.
• Demonstrated ability to write, implement, and monitor habilitation programming.
• Ability to communicate effectively with participants, families, guardians, staff, and interdisciplinary teams.
• Strong organizational, documentation, and time management skills.
• Ability to read, write, and communicate effectively in English.
• Proficiency in basic computer systems and electronic documentation systems.
LICENSING REQUIREMENTS
• Valid driver’s license and acceptable driving record.
• Successfully passed criminal history and background checks in accordance with IDAPA 16.05.06 and agency policy.
• CPR/First Aid Certification.
• Completion of Assistance with Medication training, if applicable.
• Free from communicable diseases as required by applicable regulations.
ONGOING ELIGIBILITY QUALIFICATIONS
• Complete and maintain all required agency training and certifications.
• Successfully complete background rechecks as required by agency policy.
• Maintain reliable transportation and current automobile insurance if driving is required for the position.
