The Program Manager position will provide leadership to strengthen Project HOPE’s position in Namibia including program management, oversight and coordination for donor-funded projects, and governance and operational matters. They will be responsible for leading and coordinating all Project HOPE activities in Namibia. They will provide leadership and management oversight support for the implementation of country programs and will liaise with Project HOPE HQ and the Africa Regional Team to engage in PH office registration, administration, new business development activities to reinforce Project HOPE’s presence in Nigeria.

PRINCIPAL RESPONSIBILITIES:

Program Implementation & Operation

  • Oversee coordination of Project HOPE’s subawards in Namibia, tracking deliverable timelines and completion per the terms of the subaward and in close collaboration with Project HOPE Namibia (PHN) and the Africa Public Health Network (APHN).
  • Contribute to program success and technical quality of assigned projects. Serve as primary point of contact for the subawards for all operational and coordination matters, including liaising between Africa Regional Team, PHUS HQ, and the prime (PHN)
  • Work closely with the regional M&E advisor and project-level M&E staff to monitor and report on PHUS activities by reviewing information, reports, and data through regular exchange and communication with program teams.
  • Submit quarterly, semi-annual, and annual reports to prime partner according to subaward terms. Develop reports in coordination with project technical staff and regional M&E support. Ensure that reports are correctly stored and archived.
  • Function as the primary liaison for assigned programs to other headquarters departments.
  • Contribute to the development of and coordinate the completion of program planning documents for assigned programs, including work plans, detailed implementation plans, M&E plans, program designs, and startup and/or closeout plans.
  • Act as sub award budget holder, track project’s financial reporting and ensure monthly projections are accurate.
  • Other administrative and logistical support as necessary.

Administration, Representation, Management, and New Program Development

  • Support new business development efforts for Project HOPE in Namibia, also providing support to PHN and APHN when needed.
  • Represent Project HOPE in partner, government, donor, and other stakeholder meetings and engagement.
  • Lead efforts to establish local office policies and procedures including Human Resource manual, local procurement manual, and benefits package in line with Project HOPE policies and local requirements in collaboration with HQ support units.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in public health, International Development, Public Policy, or related field.
  • 5+ years experience with international health programs, including direct implementation of health activities. Prior experience with donor-funded projects preferred.
  • Familiarity with an international workplace setting (developing country preferred), and one year abroad experience or equivalent is desired.
  • Fluency in English and excellent writing skills is required.
  • Strong interpersonal and communication skills and the ability to work effectively with country-level and home office staff to ensure quality and productivity.
  • Demonstrated communication skills, verbal and written. Writing skills should include concept notes and program reports.
  • Proficiency with computers both in word processing and spreadsheet programs, with presentation and report writing capability. Familiarity with statistical software is a plus.
  • Able to manage multiple priorities and work with a minimum of supervision and direction.
  • Identifies with Project HOPE Mission, Vision, and core values.

Work environment

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
