About the Role

We are looking for a dynamic and execution-focused Program Manager to lead the transformation of a Government Industrial Training Institute (ITI) into a high-performing, industry-connected, student-centric institution.

This is a high-impact, on-ground role where you will work closely with government stakeholders, institute leadership, industry partners, and ecosystem organizations to strengthen employability outcomes for young people. The role requires someone who can build partnerships, drive implementation, solve complex operational challenges, and create scalable models that can be replicated across multiple institutions.

Key Responsibilities

1. Program Strategy & Implementation

  • Lead end-to-end implementation of the Model ITI Reform Project at the assigned Government ITI.
  • Develop execution plans, implementation roadmaps, and measurable milestones aligned with project objectives.
  • Ensure timely delivery of all project activities while maintaining high standards of quality.
  • Identify implementation challenges and proactively design practical, data-driven solutions.
  • Document successful practices and contribute to building scalable implementation models.

2. Government & Stakeholder Management

  • Build strong working relationships with ITI Principals, instructors, district officials, and other government stakeholders.
  • Serve as the primary coordination point between the institute and external partners.
  • Facilitate regular review meetings and ensure stakeholder alignment throughout project implementation.
  • Navigate institutional processes and build ownership among government stakeholders for long-term sustainability.

3. Industry Engagement & Partnerships

  • Develop strategic partnerships with local industries and employers.
  • Collaborate with Placement Officers to improve student access to:
    • Apprenticeships
    • On-the-Job Training (OJT)
    • Placements
    • Industry visits
    • Guest lectures
    • Industry mentorship
  • Understand local industry needs and align institutional training with employment opportunities.

4. Student Development

  • Design and deliver interventions that improve employability, career readiness, life skills, and student engagement.
  • Work closely with students aged 15–20 years to understand their aspirations and support their career pathways.
  • Create an engaging learning environment that encourages participation and confidence.

5. Institutional Capacity Building

  • Support faculty and institute leadership in strengthening academic and operational practices.
  • Introduce structured systems, learning routines, and institutional processes that improve long-term performance.
  • Facilitate capacity-building sessions for faculty and institutional teams.

6. Monitoring, Learning & Documentation

  • Conduct baseline assessments and periodic reviews to monitor project progress.
  • Collect, analyse, and interpret program data to drive decision-making.
  • Prepare project reports, dashboards, case studies, and implementation documentation.
  • Convert successful interventions into Standard Operating Procedures (SOPs), toolkits, and knowledge resources for scale.

Required Qualifications & Skills:

  • Bachelor's or Master's degree in Social Work, Public Policy, Education, Development Studies, Social Sciences, Management, or a related field.
  • 4–7 years of experience in program management or implementation within education, skilling, youth development, CSR, employability, livelihoods, or institutional transformation.
  • Experience working with government departments or public institutions; experience with adolescents and young adults is an added advantage.
  • Strong stakeholder management, relationship-building, and interpersonal skills, with the ability to influence diverse stakeholders.
  • Professional proficiency in Tamil and English (mandatory).
  • Highly organized, execution-oriented, data-driven, proactive, and comfortable working in government systems, managing ambiguity, and balancing strategic thinking with hands-on execution.
